Job Description

Are you an experienced Property Management professional passionate about building safe, supportive communities for individuals and families overcoming homelessness? Do you excel at leading dynamic teams, optimizing financials, and driving operational excellence? If so, the Vancouver Housing Authority (VHA) invites you to make a lasting impact in Clark County as our new Supportive Housing Portfolio Manager.

In this vital leadership role, you will oversee the general management of VHA’s supportive housing properties, ensuring they operate in alignment with agency goals and HUD regulatory requirements. Working in close partnership with our Supportive Housing Program Supervisor, who manages tenant services, you will provide strategic leadership to Property Managers and site staff to maintain high operational standards for residents transitioning from homelessness. Additionally, you will manage property and project financials, schedule, and provide regular status updates to the Director of Property and Asset Management.

Your skills and abilities will support our mission as you:

  • Manage and oversee all operations, including property maintenance, capital improvements, rent collections, lease administration, budgeting, and marketing for the assigned portfolio.
  • Directly supervise, train, and motivate on-site property managers.
  • Liaise with the Supportive Services Department where appropriate.
  • Manage reporting and compliance related to HUD PBV, Local subsidies, and IRS LIHTC regulations with regard to subsidized housing occupancy, management, re-certification, and NSPIRE inspections.
  • Prepare, in coordination with Finance and Asset Management, annual documentation and requests to HUD for contract renewals and rent increases, including utility allowance analyses; capital needs and replacement reserve analyses; HUD budget forms and required tenant notifications.
  • Review property budgets, income statements, and variance reports, as well as leases/rent roll analyses and other applicable information for portfolio and asset management review.
  • Ensure that resident selection, leasing, and waiting lists are in compliance with all laws. Ensure that the policies are correct for each program as set by HUD.
  • Work with site management to ensure the development and implementation of preventative maintenance programs as needed.

Pay and Benefits

  • In compliance with the Equal Pay & Opportunities Act, the full salary range for this position is $99,134 - $143,745 per year DOE.
  • Full-time, exempt position working in-person/in-office.

  • The benefits package also includes 5.58% paid into WA PERS by the employer, 12 company-paid holidays, and generous paid vacation time, as well as separate sick time accrual.

Requirements

  • BA in business, finance, accounting, or related subject, plus at least 4 years of related experience in property management or related environment. A minimum of 1 year of experience supervising staff in a housing environment.
  • Experience working within HUD, WSHFC, Section 8, low-income housing tax credits, and other affordable housing requirements.
  • Working knowledge of Fair Housing Laws so that policies and actions are administered in compliance with Federal, State, and Local laws.
  • Thorough understanding through experience, education, and certification of all HUD regulations with regard to subsidized housing occupancy, management, re-certification, and NSPIRE Inspections
  • Ability to communicate clearly in both oral and written forms with a diverse population.
  • Certified Property Manager (CPM) preferred
  • Must have a valid driver’s license and meet VHA auto insurance requirements.
