Context :
Terre des hommes (Tdh) has been providing a range of services to children, young people and their families in eastern Ukraine since 2015. Prior to the full-scale invasion, Tdh implemented diverse projects with a strong focus on psychosocial support, child participation, skills development and access to innovation, youth entrepreneurship, and individual support for mine victims. After the start of the full-scale invasion in Ukraine and the relocation from Donetsk and Luhansk oblasts to Ivano-Frankivsk oblast, Tdh resumed its work in in June 2022, providing support to internally displaced families with children as well as to local host communities, together with partners across 12 oblasts: Ivano-Frankivska, Ternopilska, Khmelnytska, Dnipropetrovska, Chernihivska, Kharkivska, Zaporizhzka, Mykolaivska, Odeska, Sumska, Chernivetska and Zakarpattia. Through various projects, we provide humanitarian aid, child protection and psychosocial support.
Main responsibilities:
Under the supervision of the Country Director, the Support Services Coordinator (SSC) is responsible for providing strategic leadership for the development, management and the implementation of Tdh’s operational policies, procedures, tools & systems, best practices, at Country Office level located in Kyiv.

Main responsibilites are:
Lead the annual and periodical financial planning, budgeting, forecasting and reporting processes to ensure efficiency and compliance with all organizational standards of management and accountability.
Monitor grants and ensure compliance with all donor reporting requirements, including proposals, budgets and donor reporting liaising with donors and partner organizations.
Provide strategic financial counsel to the Country Director and Management team, ensuring accurate and timely financial information (accurate and regular financial analysis, cost coverage, variances, key performance indicators.
Ensure that the HR department develops/modifies the process and templates needed for the daily routine. Actively participate and contribute to all initiatives to harmonize HR practices and policies. Create or adapt HR tool necessary for the proper performance of the HR function at delegation level.
Formalize the HR policies in terms of guidelines, procedures, and tools related to the department (i.e internal staff regulation, roll-out of ERP, Global Remuneration System, recruitment, health insurance, disciplinary aspects, training plan duty of care, and staff follow up).
Oversee recruitment procedures for the Country Office and play a leading role in the strategic planning of the mid-to-long-term staffing needs.
Lead the different sectors in support of the activities, performing proactive monitoring and analysis to facilitate strategic decisions and continuous improvement activities
The SSC has overall strategic accountability for the Logistics function of the delegation. Day-to-day operational management and implementation of logistics activities remain under the responsibility of the Logistics Manager.
Strengthen the delegation's logistical capacities by by ensuring staff, managers and relevant partners are adequately trained and informed on logistics procedures, compliance requirements and operational constraints.Define the delegation's logistics strategy, formalize and implement the department's action plan in accordance with HQ' strategy and Tdh logistics framework.
Ensure compliance with Tdh and donor logistics policies and procedures.
Ensure compliance with Tdh financial procedures and policies, including financial risk management, money laundering, value for money etc. and reduce risks associated with the program around legality and compliance issues and alert the CD of any imminent risks.
Lead Pre-audits, expenditure verifications, audits and forensic audits ensuring that TORs are up to tasks and management response is properly coordinated and submitted timely.
As a member of the coordination team, support the development of the country strategy, with a focus on ensuring sufficient capacity and support in program operations.
To proactively address the interface between Finance/Admin & HR, and IT & Logistics team to ensure they operate effectively and provide support to programs on cost effectiveness, efficiency and compliance with organizational standards of management and accountability.

Profile looked for :
Education :
University degree (Master’s or equivalent) from an accredited educational institution in a relevant field (Finance, Management, HR, Logistics/supply chain, operational management or any other relevant discipline).
Experience & Competencies :
At least 5 years previous experience of seniority in an international NG0 at a management position ideally in a Finance, Operations, Support services, Logistics/supply chain and/or HR leadership role.
Experience of working in Ukraine will be preferred and considered an added advantage
Previous experience working as Support Services Coordinator or departmental leadership in finance is preferred
Confirmed experience managing campaign and long-term program
Strong experience in managing operational budgets and reporting to relevant donors
Extensive project management experience (management, planning & organizing, staff development and training skills) in emergencies
Management experience and strong team leadership qualities
Languages :
Mandatory written and spoken languages: English
Languages appreciated: Ukrainian & French
IT :
Proficiency in Microsoft Office package
Advanced level in Excel
Proficiency in financial/accounting software i.e. Saga
Proficiency in HR/Payroll/HRIS/ERPs software i.e. ERP, AX Dynamics, etc.
Conditions
Swiss contract
Gross monthly salary between CHF 4700 and CHF 6400 depending on experience - x13,36 months
