The County of Riverside’s Board of Supervisors has an opportunity for a Supervisor’s Legislative Assistant for the Fifth Supervisorial District who will support the Policy and Programs Team. The position will be assigned to the Riverside office.

The Supervisor’s Legislative Assistant supports the Policy and Programs Team by providing program-focused legislative research, policy analysis, and administrative coordination across key areas such as Youth Work Programs, Economic Development Programs, Health and Wellness Programs, and Homeless Programs. This role assists in developing and monitoring program initiatives, preparing research summaries, coordinating outreach efforts, and supporting the team in evaluating the impact of state and federal legislation on district-level programs. The position also serves as a liaison with community organizations, policy partners, and government agencies to advance program goals and ensure alignment with the Supervisor’s priorities. This position will require the incumbent to drive as needed.

The most competitive candidates will have strong legislative and policy analysis skills with an emphasis on program-based research and evaluation. They will be experienced in collaborating with community organizations, government partners, and stakeholders to support program development and implementation across youth, economic, health, and homeless initiatives. Additionally, they will demonstrate exceptional organizational, analytical, and communication abilities, ensuring effective coordination of program activities, legislative tracking, and policy-related projects within the Policy and Programs Team.

This class has been designated At-Will by the Board of Supervisors, in accordance with the provisions provided under Article 6, Section 601E (3) of the County Management Resolution and serves at the pleasure of the individual Supervisor.

Meet the Team!

The Board of Supervisors is the governing body of the County, certain special districts and the Housing Authority. The Board enacts ordinances and resolutions, adopts the annual budget, approves contracts, appropriates funds, determines land use zoning for the unincorporated areas, as well as appoints certain County officers and members of various boards and commissions.

The Fifth District is one of the most diverse regions in the county, stretching from Moreno Valley to Cabazon and from Hemet up to Calimesa, and includes two sovereign tribal nations. It is home to signature destinations such as the Lavender Festival, Lake Perris, the Cabazon Outlets, and the Edward-Dean Museum & Gardens. The district encompasses the cities of Moreno Valley, San Jacinto, Hemet, Calimesa, Beaumont, and Banning, as well as the unincorporated communities of Banning Bench, Cherry Valley, Cabazon, Nuevo, Lakeview, Reche Canyon, Poppet Flats, and San Timoteo.

Examples of duties

  • May represent the Supervisor at a variety of meetings, gatherings and conferences; attend meetings of local government agencies, commissions and organizations; may serve as a liaison with officials of other government agencies, County departments, members of commissions and organizations, and their staff to expedite activities where County and Board of Supervisors' interests are involved.
  • May present decisions, recommendations and findings of the Board at meetings, gatherings and conferences.
  • Receive, investigate and report on complaints and inquiries regarding matters within a particular district; interview and provide assistance to the public both by telephone and in person.
  • Conduct analysis of agendas for conferences and meetings; assemble and prepare background information for agenda items for review and consideration by the Supervisor; conduct analysis of the potential impact of other government agency policies and decisions on the County and provide interpretations to the Board; gather, organize and communicate to the Board background information regarding legislation that affects or may affect County programs and responsibilities.
  • May confer with and assist County department heads and other officials to identify new funding sources for new County services.
  • Organize and lead the operation of the Supervisor's office; prepare letters and reports for the Supervisor's approval and signature.
  • Assist in planning and organizing program, project, and policy initiatives.
  • Conduct research and gather data to support legislative, policy, and operational recommendations.
  • Help develop and refine program or project proposals, summaries, and briefing materials.
  • Support implementation of new initiatives by coordinating tasks, timelines, and required resources.
  • Monitor progress of ongoing programs or projects and prepare status updates for leadership.
  • Analyze policy impacts and assist in drafting reports, talking points, and informational documents.
  • Collaborate with internal departments and external stakeholders to ensure alignment on initiatives.
  • Track legislative developments and identify issues relevant to departmental priorities.
  • Provide administrative and logistical support for meetings related to program and policy development.

Qualifications

Education: Graduation from an accredited college or university with a bachelor's degree in Public Administration, Business Administration, Public Policy, Communications or a related field.

Experience: Two years of professional experience providing legislative, policy, analytical, or related administrative support in a government or public-sector environment.

Knowledge of: Legislative processes, public policy development, and government operations; principles and practices of public administration and community engagement; research methods and techniques used to analyze legislative and policy issues.

Ability to: Research, interpret, and communicate complex legislative and policy information; effectively engage with constituents, government agencies, and community organizations; plan, organize, and coordinate office operations and multiple concurrent projects; prepare clear and concise written reports and communicate effectively in public settings.

Other Requirements

License: Possession of a valid California Driver's License is required.
