Job Description

Basic Function

The Supervisor, Staffing will lead, mentor and develop a high performing team of Staffing Representatives and Coordinators while fostering a culture of accountability and professional growth. Oversee METRO’s recruitment and hiring process, identify inefficiencies and implement innovative improvements that elevate the sourcing, screening and selection process as well as the candidate experience. Ensures our hiring strategies align with organizational goals. Assists the Director in the administration of overall employment and staffing programs while ensuring employment practices comply with federal, state, and local regulations. Perform duties in a safe, efficient manner and in compliance with applicable rules and safety procedures.

Responsibilities and Specific Duties

  • Supervises recruitment activities to ensure the recruitment process is conducted efficiently and in accordance with METRO’s policies and standards. This includes advertising, sourcing and selection of qualified candidates, interviewing, testing, evaluating background results, negotiating employment offers, offer letters and finalizing recruiting files.
  • Provides supervision and direction and performs personnel administrative functions of direct report staff (e.g., training, supervising, work assignments, timesheets, performance evaluations, etc.) for maintaining necessary staffing goals, enhancing productivity of staff, and ensuring necessary department outcomes are achieved.
  • Leverages data-driven insights to optimize our sourcing strategy to attract top-tier candidates, ensuring a robust candidate pipeline and reducing time to fill.
  • Uses performance metrics to identify bottlenecks in the hiring process and implement data backed solutions that improve hiring effectiveness and reduce cost-per-hire.
  • Develop and presents detailed recruiting metrics and performance reports to leadership to demonstrate recruitment effectiveness and ensure alignment with organizational goals.
  • Responsible for various staffing projects, tasks, and initiatives as assigned, from beginning to final approval and implementation.
  • Works with the recruiting team and business stakeholders to develop and initiate effective recruiting strategies to attract a diverse pool of candidates for open positions.
  • Participates in the interview and selection process for specific job openings.
  • Establish hiring criteria and develop selection and recruiting competency profiles by analyzing job requirements with hiring managers.
  • Advises all levels of hiring managers on current requisition procedures and recruitment/selection processes.
  • Formulates strategic, cost-effective recruiting methods, such as identifying professional affiliations, niche internet sites, networking events, etc. which are specific to the recruiting needs of METRO.
  • Ensures compliance with employment law, safety procedures, METRO’s policies, guidelines, and protocols.
  • Develops, implements, and facilitates comprehensive training programs to achieve defined Human Resources and Staffing goals.
  • Represents METRO Staffing to Houston area community job fairs, job outreach and other community outreach initiatives including “virtual” events.
  • Responds to METRO constituents which includes Public comments, employee complaints, internal and external applicant issues with the assistance of Director, H.R./Staffing and other Human Resources management.
  • Participates in responding to requests by government agencies and internal Legal department as required (i.e., Texas Workforce Commission). Represents the Authority at hearings as appropriate.
  • Provides excellent customer service to METRO internal and external customers.
  • Applies Safety Management System (SMS) methods and principles in daily routine and supports all aspects of the agency’s Public Transportation Agency Safety Plan (PTASP).
  • Promotes safety awareness and follows safety procedures to reduce or eliminate accidents.
  • Performs other job-related duties as assigned.

Pay Range: $79,200 - $104,000

Education Requirement

High school diploma or G.E.D. is required. Bachelor’s degree in Human Resources Management, Business Administration or a related degree is preferred.

Years & Experience Required

Minimum of five (5) years of recruiting experience in a professional, fast-paced environment, including at least three (3) years in a supervisory or management role leading a recruitment team. Proven experience developing and implementing end-to-end recruitment processes, managing Applicant Tracking Systems (ATS), and creating documentation to support Recruiting/HR initiatives. Demonstrated ability to develop, analyze, and present key recruiting metrics and reports. Proven track record of initiating and executing recruitment strategies across a wide range of professional disciplines. Experience in both corporate and agency environments is preferred; experience working within a unionized environment is a plus. Proven leader with the ability to build strong client relationships, establish trust, communicate effectively, train and develop recruiting team, and foster cultural change.

Knowledge & Skills Required

Comprehensive understanding of federal, state and local employment laws to include EEOC, ADA, FMLA, FLSA, Title VII, etc. Proficiency in Microsoft Office Suite (PowerPoint, Excel, and Word). Proficiency with ATS systems, Workday preferred.
SHRM-CP/SCP or HRCI PHR/SPHR certification is preferred. Bilingual skills are preferred.
