Job Description

WHO WE'RE LOOKING FOR

The Supervisor, Rail Transportation, reports directly to the Manager of Transportation. The Supervisor, Rail Transportation serves as the tactical authority for CapMetro T&E crew supervision function. This position is accountable for standardizing practice across the four Transportation Shift Supervisors, auditing hours-of-service (49 CFR Part 228) compliance across all shifts, overseeing operational testing and crew qualification compliance, and ensuring consistent, safe, and compliant floor supervision and crew-calling practice systemwide. The Supervisor, Rail Transportation is the escalation point for the four Transportation Shift Supervisors on issues beyond shift-level authority, coordinates how each Shift Supervisor divides time between floor supervision and crew-calling duties and serves as the tiebreaker and second reviewer in situations where a Transportation Shift Supervisor's discipline and crew-assignment responsibilities could create a conflict of interest. When peer coverage among the four Transportation Shift Supervisors is unavailable or insufficient, this role serves as the last resort backstop for floor supervision or crew-calling duty and deputies for the Manager of Transportation as needed.

WHAT YOU'LL BE DOING

Note: The duties and primary responsibilities below are intended to describe the general content of and requirements of this job and are not intended to be an exhaustive statement of duties.

Standards, Hours-of-Service Compliance, and Escalation

  • Establish, maintain, and enforce standardized floor-supervision and crew-calling practices across all four Transportation Shift Supervisors — including ride check, efficiency testing, and operational testing programs — ensuring consistency across shifts, cross-training proficiency in both floor supervision and crew-calling duties, and alignment with CapMetro policy, FRA, and TxDOT requirements.
  • Audit hours-of-service (49 CFR Part 228) compliance across all four shift teams as a distinct, tracked metric, separate from general supervisory performance, and escalate patterns of concern to the Supervisor of Transportation.
  • Coordinate how each Transportation Shift Supervisor allocates time between floor supervision (ride checks, efficiency testing, incident response) and crew-calling duties (crew board management, marking crews up/down, extra board), ensuring peak crew-change windows are adequately staffed.
  • Serve as the second reviewer for crew assignment decisions made by a Transportation Shift Supervisor in the period immediately following a disciplinary action by that same supervisor, to safeguard against real or perceived conflicts of interest.
  • Serve as the escalation point for the four Transportation Shift Supervisors on rule interpretation questions, cross-shift staffing conflicts, and operational issues beyond shift-level authority, ensuring consistent interpretation and application of operating rules, General Orders, Special Instructions, bulletins, timetable requirements, and other operating directives across Transportation shifts.
  • Standardize ride check, efficiency testing, and operational testing programs across all shifts, and ensure cross-training so all four Transportation Shift Supervisors maintain proficiency in both floor supervision and crew-calling duties.
  • Deputize for the Supervisor of Transportation on crew supervision matters during absences and provide tactical, cross-shift direction during major service disruptions.
  • Oversee operational testing and inspection activities in accordance with CapMetro's Operations Testing Program and 49 CFR Part 217, including monitoring testing quality, frequency, documentation, trends, and corrective actions.
  • Reinforce customer service expectations for Transportation employees and ensure consistent, professional passenger communication during normal operations and service disruptions.

Regulatory Compliance & Safety

  • Ensure T&E crew supervision practices comply with applicable FRA requirements, including hours of service, crew qualification, and required documentation, as well as FTA, TxDOT, and agency policies.
  • Participate in and support FRA and agency audits, inspections, and investigations — including those involving train crews, rule violations, operating incidents, employee injuries, service disruptions, and other Transportation-related events — through review of records, statements, and operational data, and hours-of-service compliance corrective action plans.
  • Promote and sustain a safety-first culture across all four shift teams by reinforcing accountability, encouraging hazard identification, and reporting, and ensuring safety is considered in every supervisory decision.
  • Review shift-level supervision and crew-calling reports to identify recurring issues, staffing concerns, or compliance trends requiring standardized, cross-shift resolution, and maintain regular coordination with the Manager of Transportation on these trends, training needs, and hours-of-service compliance matters.
  • Support compliance with 49 CFR Parts 240 and 242 by monitoring engineer and conductor qualification and certification status, identifying qualification deficiencies, and coordinating corrective actions with Transportation management and Safety and Training.

CapMetro SMS Support & Other Duties Assigned

  • Support Capital Metropolitan Transportation Authority’s Safety Management Systems (SMS) process by ensuring staff follows safety and security policies, considers safety in every action, and ensures safety and security concerns are reported.
  • Perform other rail-related duties as assigned.

RESPONSIBILITIES - SUPERVISORY AND/OR LEADERSHIP EXERCISED

Direct and manage department personnel by planning, scheduling, delegating, and overseeing employee work assignments, authorizing, coordinating, and scheduling work with vendors and consultants, conducting personnel actions, including hiring, and interviewing, and overseeing hiring, training, work assignments, and performance evaluations.

WHAT YOU BRING

  • Bachelor's degree in Transportation, Business Administration, or a related field preferred; equivalent combination of directly related education, training, and experience may be considered.
  • Eight (8) years of progressively responsible experience in railroad or rail transit T&E crew operations, including direct floor supervision or crew-calling experience. Must be Rules Qualified and have been a certified Engineer and Conductor and must be DSLE qualified.
  • Two (2) years of lead, supervisory, or standards-development experience, including experience developing or enforcing operating standards, hours-of-service compliance practices, or training programs.

Knowledge, Skills, and Abilities

  • Knowledge of railroad or rail transit T&E crew operations, including floor supervision practices, ride checks, efficiency testing, and crew-calling/crew-board management.
  • Working knowledge of hours-of-service regulations (49 CFR Part 228) and applicable FRA, FTA, and TxDOT requirements governing T&E crew supervision.
  • Ability to identify and mitigate conflict-of-interest risk between discipline and crew-assignment functions, and to apply practical safeguards.
  • Ability to coach and hold Transportation Shift Supervisors accountable for consistent application of standards, without performing their day-to-day duties directly.
  • Strong interpersonal and leadership skills, with the ability to communicate effectively across a politically, economically, and culturally diverse workforce.
  • Strong problem-solving and organizational skills, with the ability to assess cross-shift operational issues and develop standardized solutions.
