HIRING SALARY RANGE: $100,000.00 - $112,782.28 Annual Range

The Work You Will Do:

Supervisor, Program Plan/Office of Work Program & Budget/Finance, Program and Resource Allocation

The Program Plan Supervisor leads a team of analysts to shape the Department’s Work Program by developing funding strategies, program targets, and financial analyses that guide statewide transportation planning. This role ensures resources are aligned with agency priorities, provides critical reporting for leadership, and supports informed decision‑making through clear evaluations and trend analysis.

Your Specific Responsibilities:

Supervise a staff of financial analysts in developing program plan alternatives, funding levels, and program performance measures and the development of the Department's program planning process, Program and Resource Plans, and analysis of the Department's Work Program.

Supervise staff in the development and publication of program level targets (Schedule B) which are established to assist offices as they build their work program to accomplish the Department's mission and management directives. Report on compliance toward achievement of the established program level targets.

Assist in the development of state fund allocations and commitment levels for Department programs consistent with available financing.

Develop and publish evaluations, status reports and information concerning the Program and Resource Plan, use of state and federal funds, and program targets.

Analyze short and long range finance and program trends to accomplish the Department's mission.

Develop financial and program related presentations for management use.

Coordinate Program Plan interface with financial planning and control models.

The Successful Candidate will have the following required Knowledge, Skills, and Abilities:

Knowledge of:

  • Methods of data collection
  • The transportation planning process
  • Financial management systems
  • Principles and techniques of effective verbal and written communication

Skills in:

  • Using personal computers and software, including Microsoft Word and Excel

Ability to:

  • Collect, evaluate, and analyze transportation program performance data
  • Understand and apply applicable rules, regulations, policies, and procedures
  • Utilize problem‑solving techniques
  • Work independently
  • Plan, organize, and coordinate work assignments
  • Supervise people

  • Establish and maintain effective working relationships with others
