Role and Responsibilities
Main Purpose of the Job
To assist SMOC&FD to ensure delivery of high standard centralised flight planning services for the company.
Main Areas of Responsibility
- Create operational flight plans in accordance with applicable regulations and HKEA policies, standards and procedures;
- Assist to maintain and update flight planning system database during non-office hours;
- Liaise closely with the Navigation team to ensure all NOTAMs affecting company routes are properly reviewed and incorporated into necessary updates.
- Seek advice from superior to make decision significantly affecting the operational security and/or decision regarding safety risk tolerability with respect to the safety and/or security of aircraft operations;
- Provide necessary assistance and support to the Commander in the safe conduct of each flight;
- Assist SMOC&FD to investigate and recommend corrective actions against ASR and/or crew reports;
- Assist SMOC&FD in Flight Dispatch administrative tasks;
- Assist SMOC&FD to manage the operations of Airport Briefing Office;
- Supervise, mentor and motivate subordinates in the conduct of their duties to ensure a cohesive and positive work environment;
- Cooperate with DMFOCC regarding day-of-operations service irregularities and disruptions;
- Assess subordinates proficiency and competency, in accordance with IATA Operational Safety Audit (IOSA) requirements in carrying out their duties and to keep SMOC&FD or MOC&FD updated as required;
- Monitor Flight Dispatch workload in times of disruptions and proactively assist and/or redirect resources as necessary;
- Implement continuous improvements to work processes, policies, and procedures;
- Develop a professional and positive attitude towards work and encourage the same from staff through personal action;
- Support Flight Dispatch management in the daily administration of the section, meetings, conferences;
- Apply overflight clearance with ATC authorities for ad-hoc flight rerouting and delivery flights;
- Liaise closely with external service provider, ensure all the procedure is complied with company policy and requirement;
- Support Commander for operations control decisions in all phases of flight by timely provision of latest information that may affect the safety of flight;
- Maintain own competence in the role of Officer, Flight Dispatch, stand-in duty where required;
- Participate in specific working group as assigned by superiors;
- Perform ad-hoc duties as assigned by superiors.
Qualifications
- Secondary educated or equivalent;
- Minimum 3 years experience in airline operations control and/or flight dispatch duties;
- Has satisfactorily completed a formal training course as a flight operations officer or flight dispatcher;
- Met the English language proficiency requirements of:
- ‘Level 3’ or above in English language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or;
- ‘Grade E’ in Use of English or Literature in English in the Hong Kong Advanced Level Examination (HKALE) or;
- A colleage diploma (except major in Chinese language stream) or above awarded in Hong Kong or an English-speaking country;
- Good command of both spoken and written Chinese, knowledge of Putonghua is preferred but not essential;
- Broad knowledge in electronic flight planning system, with prior experience in Skywise/Navblue flight planning system a definite advantage;
- Willing to work shift duties with early start and/or late finish (including overnight shift).
