The City of Toronto's Fleet Services Division (FSD) provides a full range of fleet management services for City Divisions and Agencies. We direct the management of the City’s fleet including the acquisition, maintenance and disposal of assets; along with the City’s industry leading Green Fleet Plan and fuel management infrastructure. The City of Toronto has the largest municipal fleet in Canada and one of the most complex Fleets in North America.

Major Responsibilities:

Comprised of a team of diverse and dynamic Fleet professionals, the City of Toronto's Fleet Services is striving towards becoming a leader within the industry, modernizing our operations and utilizing analytics to drive our strategic vision. With up to 1000 vehicles assigned to a garage, the Fleet Maintenance Supervisor manages an efficient garage operation with a high standard of customer service, ensuring compliance to scheduled maintenance programs and is accountable to meet maintenance delivery timelines. Ensuring adherence to City Policy, Human Rights Code, and other legislation, the Supervisor leads a team of maintenance professionals and works collaboratively with their Fleet peers to contribute to the ongoing development, implementation and roll out of new and innovative maintenance programs. A seasoned mechanical expert, you will manage and assign work to produce the best use of human and physical resources to ensure vehicle compliance to legislative requirements and timely turnaround of vehicle maintenance. 


 As a Fleet expert you will work collaboratively with operating Divisions, coaching on preventative maintenance programs, in particular, identifying methods to minimize vehicle failure, improve total cost of ownership and educate on driver/vehicle behaviour and best practices. Promoting the use of accurate vehicle and equipment records, as Supervisor you understand the need to demonstrate compliance with legislation as well as being a valuable source of information on the potential design and procurement of future replacement vehicles.    


 As the leader of your maintenance team, you will be involved in all aspects of staff hiring, providing input into vendor contract documentation/vendor management, as well as, support client and Fleet Procurement in future vehicle purchases.

This is an exciting opportunity for an individual that is knowledgeable in the operation of a Fleet Maintenance garage, able to communicate with staff and clients and promote a high level of commitment to reliable customer service delivery.


Your primary responsibilities as a Fleet Maintenance Supervisor will be varied, but priorities will include:

  • Implement detailed plans and recommend policies/procedures regarding fleet maintenance program-specific requirements to support the Division's strategic vision.

  • Supervise, motivate and train assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, and continuous learning, and encouraging innovation in others.

  • Supervise the day-to-day operations of all assigned fleet maintenance staff, including scheduling, assigning, reviewing and   monitoring the completion of assigned work, authorizing and coordinating vacation/ overtime  and evaluating staff performance, hearing grievances and recommending disciplinary action when necessary.

  • Provide input into, and administer, assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations, including management of external parts & service contracts.

  • Administer and prioritize maintenance, preventative maintenance and repair of City vehicles and equipment.

  • Ensure that the repairs to vehicles and equipment are done in accordance with the Ontario Highway Traffic Act.

  • Ensure that work procedures are in accordance with the Occupational Health and Safety Act and other municipal or provincial and federal statutes plus any regulations or policies, i.e., WHMIS and Ontario Ministry of Transportation (MTO) standards, Ozone Depletion Permit (ODP), Drive Clean and compliance to all Environmental Protection Act provisions.

  • Support continued development and technician training including providing technical guidance and job assistance to ensure all repairs are completed to Divisional standard.  

  • Maintain accurate vehicle records in Fleet Maintenance Information System (M5), open/update work orders, attach documentation, approve parts, authorize recommended repairs and close work orders in timely manner.

  • Responsible to meet key performance indicators including but not limited to work order closure, preventive maintenance compliance, vehicle downtime and client vehicle availability.     

  • Ensure proper records are maintained in compliance with the Commercial Vehicle Operating Requirements (CVOR) program.

  • Ensure the accuracy of estimates for the release of the purchase order and assists Fleet – Financial services with invoice reconciliation. 

Key Qualifications


Your application must describe your qualifications as they relate to:

  1. Certification as a Journeyperson Truck and Coach (310T) Technician, an Automotive (310S) Journeyperson or Heavy Duty Equipment Technician (421A) certificates may be considered, or an equivalent combination of education and experience relevant to the position.

  1. Extensive experience in vehicle (heavy and light equipment or vehicles Class 1 to 8) maintenance within a large complex fleet.

  1. Experience implementing, coordinating and maintaining a preventative maintenance and repair program in a fleet or comparable environment.

  1. Considerable experience in leading, coaching, motivating, training, mentoring employees, while providing work direction and holding people accountable. 

  1. Considerable experience with computerized Fleet Management Information Systems, maintenance reporting and analysis (AssetWorks Fleet Focus – M5 – is preferred), with experience using Microsoft Word, Excel and PowerPoint.

  1. Experience and knowledge with fleet analytics including descriptive, predictive and prescriptive analytics.to measure and evaluate garage performance.

  1. A valid class G Ontario driver's licence and the ability to obtain a City driver's permit.

  1. Knowledge and ability with maintaining a budget, adhering to contracts, authorizing financial transactions and recommending investments into garage tools and equipment.

  1. Proven interpersonal and  leadership skills with an ability to develop and maintain effective working relationships, emphasizing high operational standards and the ability to build, develop and deliver a strong, consistent level of customer service.

  1. Thorough knowledge of the Commercial Vehicle Operations Registration (CVOR) legislation and the National Safety Code Standard including the Periodic Mandatory Commercial Vehicle Inspections (PMCVI) and the Highway Traffic Act.

  1. Thorough knowledge of the Human Rights Code, the Occupational Health and Safety Act and Regulations, Environmental Protection Act and other related legislation/regulations.

  1. Strong organizational, initiative, research and analytical skills with the ability to maintain accurate and detailed records.

  1. Proven ability to communicate effectively, both orally and in writing with a highly developed sense of discretion, judgement and political acumen to deal with sensitive and confidential matters.

  1. Ability to be available to respond to emergencies or other work situations beyond the regular working day, as required, often on short notice.

  1. Ability to be flexible and to work weekends, days and evening shifts, at various Fleet Services locations, as required.
