What you can expect from this position:

Reporting to the Manager, Construction Compliance & Permits Office, The Supervisor, Construction Compliance Officer (SCO), is responsible for day-to-day operational efficiency of the FAP process, oversight of CO activities, and routine issue escalation. The Supervisor supports and oversees the Construction Compliance & Permits Office (CCPO) mandate for managing the Facilities Alteration Permit (FAP) process responsibilities by incorporating FAP processing policies & procedures, scheduling tasks, assigning and track work assignments, improving FAP processing procedures and providing feedback.

As a Supervisor, Construction Compliance Officer, you will:

  • Oversee daily CCPO operations, ensuring the efficient administration of the Facilities Alteration Permit (FAP) process, consistent adherence to policies and procedures, and effective escalation of issues impacting workflow or compliance.
  • Supervise and mentor Construction Compliance Officers (COs) and independent consultants by assigning work, providing technical guidance, reviewing performance, and supporting the team in meeting regulatory, safety, and organizational expectations.
  • Coordinate and track all stages of FAP processing, including documentation review, fee assessments, consultant engagement, placard issuance, site inspections, and final close-outs to ensure projects progress on time and meet compliance requirements.
  • Provide frontline support to contractors and internal stakeholders, responding to inquiries and clarifying FAP requirements to facilitate complete submissions and improve overall client experience.
  • Schedule and manage site inspections, prioritize work based on operational needs, and allocate resources effectively to maintain timely review cycles and consistent compliance oversight.
  • Monitor project and team progress, identifying risks or issues early, recommending corrective actions, and escalating significant concerns to the CCPO Manager as required.
  • Develop, refine, and implement workflow improvements, ensuring that staff follow standardized processes, maintain accurate documentation, and support continuous quality improvements across CCPO functions.
  • Assess staff training needs, deliver coaching to build technical competence in code compliance and safety, and act as the primary trainer for new COs until they reach full independence.
  • Conduct quality assurance reviews on CO work, including evaluating documentation accuracy, consultant assignments, communication quality, and compliance with FAP procedural standards.
  • Carry a limited caseload of FAP applications and perform full CO duties when required—supporting workload balancing, covering staff absences, and ensuring continuity of service for time‑sensitive project needs.
  • Lead on‑site compliance reviews, identify non‑compliance issues or safety risks, issue Orders to Comply or Stop Work Orders as necessary, and collaborate with internal/external stakeholders to resolve issues promptly.
  • Participate in final inspections and close-out reviews, verify record drawings and documentation accuracy, track outstanding requirements, and confirm readiness for the issuance of Occupancy/Use Permits.

This unionized position is classified at the Band 8 level, with an hourly wage of $51.51 based on a 37.5 hour work week. If you are the selected candidate, you must be available to commence the duties of the position once a selection decision has been made. As part of the recruitment process, you will be required to complete a test. An eligibility list may be created.

This is the role for you, if you have:

  • Experience performing Facility Alteration Permit (FAP) processing work.
  • Minimum of 7 years of related work experience in a multi-disciplined environment focusing on the design and construction of new facilities and facilities systems.
  • Experience supervising a team and/or providing work direction to a team and/or contractors.
  • Ability to precisely follow permit application processes and efficiently provide the best customer service possible to our clients.
  • Ability to read and understand engineering drawings and typical construction documentation that is normally submitted for building permit applications.
  • Ability to understand and effectively deal with issues outside of the normal processes which may require applying alternate measures.
  • Post-secondary training/education in Engineering or Architectural Sciences related to the design and construction of buildings/facilities & systems or an equivalent combination of education and experience focused on construction of buildings/structures and the installation of building multi-discipline components and systems i.e., architectural, mechanical, electrical, structural, life safety, etc.
  • Valid class “G” Ontario Driver’s License.
  • Ability to obtain and retain a Transport Security Clearance.

Knowledge and skills you bring, that set-you up for success:

  • Ability to conduct quality assurance reviews of Compliance Officer work, including consultant selection, fee assessments, document management, communication accuracy and site-based performance evaluation
  • Ability to read and understand engineering drawings and typical building construction documentation that is normally submitted for building permit applications.
  • General knowledge of building construction principles and practices, and project management procedures. An understanding of construction-related activities and processes and familiarity with facility elements and base building operating
  • General knowledge and understanding of the content and application of the Airport Construction Code and referenced documents including: the National Building Code of Canada, the National Fire Code of Canada, the National Plumbing Code of Canada, the Canadian Electrical Code, the National Fire Protection Association (NFPA) Standards and the CAN/ULC Standards (S524, S536 & S537) which are related to life safety and other typical base building systems found within Airport Facilities.
  • Inspection skills involving critical observation, trouble shooting, focus on detail, correctness of appearance, exercising authority, etc.
  • General knowledge and understanding of the Ontario Occupational Health and Safety Act and Regulations for Construction Projects and the roles and responsibilities of owners, contractors, supervisors and workers, with regards to construction safety.
  • Ability to recognize out of the ordinary or unusual site conditions or circumstance and to then utilize assessment skills for making judgments on these situations encountered to ensure that unsafe work activities are immediately stopped and addressed with the contractor. Also, communicate clearly with the Project Manager the concerns found for their follow-up with his contractor to ensure that issues are
  • Demonstrated capacity for problem solving, conflict resolution and creative
  • Strong people and communication skills and ability to work closely and cooperatively with internal and external stakeholders including GTAA internal groups, tenants, contractors, consultants, etc.
  • Excellent interpersonal, time-management, communication and computer skills.
  • Ability to respond regularly to challenging situations with tact and diplomacy.
  • Ability to support team members by providing guidance, training and work direction.
  • Ability to identify team skill gaps and communicate training needs to the manager to support team development.
