
• Responsibilities:
• Demonstrating and directing a solid commitment to all aspects of safety.
• Ensuring activities are safely performed and meet all regulatory and quality requirements as applicable.
• Understanding and managing work according to business needs, departmental budget, and regulatory requirements.
• Enforcing all processes, procedures and doctrines for standards development, equipment testing, inventory and management of the development and training areas within the CAET facility.
• Manage and support the business and administrative functions of FE Crossbow application.
• Overseeing staff assigned to monitoring manufacturer’s, vendor’s and industry wide announcements for cyber vulnerabilities and product enhancements of FE’s Bulk Transmission Operational Technology Cyber Assets.
• Overseeing staff assigned to working with the vendors and the IT department on the mitigation of any vulnerabilities identified.
• Overseeing staff assigned to monitoring industry trends and international design standards pertaining to cyber security of protective relaying and other transmission substation operational technology and recommending design standard changes where applicable.
• Overseeing staff assigned to develop and maintain cyber security Transmission Security Baselines for all Operational Technology programmable devices used on the FE Bulk Transmission System.
• Working with FE IT Department, recommend design standard changes to the IT/OT (Operational Technology) interfaces within FE Bulk Electric Transmission System assets where applicable.
• Working with the Transmission & Substation Services Department, develop new or refined relay test routines and protocols.
• Working with the Transmission Planning and Protection Department, recommend new or refined security protections and protocols for FE’s Bulk Transmission System Cyber Assets.
• Working with Work Force Development, support and provide training to the regions, including Relay/Control Technician, Communication Technician, Commission Engineer and Substation Engineer training on systems functionality and regional roles and responsibilities. Assist in scheduling classes, resources and devices.
• Working with the other departments previously mentioned maintain the FE Approved Programmable Operational Technology Device list for use on the FE Bulk Transmission System.
• Encouraging open, honest, direct, and ongoing conversation amongst team members.
• Conducting applicant interviews, managing employees’ performance to achieve established objectives, conducting check-in conversations with employees, and providing coaching on an ongoing basis.
• Supporting the Emergency Plan by participating in the assigned storm duties including hazard response and hazard dispatch activities.
• Effectively lead and motivate project teams and provide technical leadership in the assessment, design, and implementation of security and IT risk solutions.
• Foster an innovative and inclusive team-oriented work environment. Play an active role in counselling and mentoring junior employees.
• Consistently deliver quality services. Drive high-quality work products within expected timeframes and on budget. Monitor progress, manage risk and ensure key stakeholders are kept informed about progress and expected outcomes.
• Stay abreast of current business and industry trends.
• Coordinate work across different business areas, departments, and/or work groups. Build and deploy high-performing teams; actively drive great teaming.
• Develop cost estimates and implementation plans
• Ability to effectively manage multiple projects at once
Qualifications include:
• A minimum of an Associate degree in an engineering or information technology discipline or a Bachelor of Science Degree in a non-engineering or information technology discipline. Position level requires minimum of 5 years of related work experience.
• In lieu of a degree, 7 years of direct, related experience will be considered. The experience must include intimate knowledge of transmission substation equipment along with an in-depth understanding of the operational technology utilized within FE’s transmission substations or IT based experience working with IP LAN/WAN networking equipment and protocols.
• Proven effective leadership skills to communicate with and direct work of others that will ensure safety, produce satisfactory work and provide excellent customer service.
• Prior work within a technology-based lab environment or experience managing a technology-based lab environment is preferred.
• Excellent customer relations skills and strong communication skills to make clear, accurate and concise oral and written reports to effectively convey information to various levels of the organization.
• Experience in FirstEnergy’s transmission/distribution systems including knowledge of transmission substation equipment, work management processes and procedures AND/OR IT/technology background with hands-on experience with operating systems and computing platforms (e.g., Microsoft, UNIX variant); understanding of basic IP LAN/WAN networking protocols and physical cabling preferred.
