Summary

The County of San Luis Obispo Public Works Department is seeking an experienced professional level Supervising Wastewater Systems Worker who would like to advance their career in wastewater and has a passion for public service.

The Public Works Department's Wastewater Utilities Division oversees the operation and maintenance of wastewater collection, treatment, disposal and recycled water distribution systems throughout the San Luis Obispo County. The Supervising Wastewater Systems Worker is the supervising operator for one or more functional units and/or locations for the County's wastewater systems, receiving general direction from and reporting to the Wastewater Systems Superintendent. This position supervises wastewater system operators assigned to the Los Osos Water Recycling Facility, a 1.2 MGD Class IV facility; the County Service Area (CSA) 18 Country Club wastewater treatment plant (WWTP), a 0.1 MGD Class II facility; the CSA 7A Oak Shores WWTP, a 0.1 MGD Class I facility; associated collection systems with the wastewater facilities and the sewer-only systems for CSA 1 Nipomo and the County Operations Center; and associated disposal and recycled water distribution systems.

Examples of duties

The Wastewater Utilities Division is seeking a supervising wastewater operator who can lead a team of wastewater collection, treatment, and recycled water operators, who can serve as a chief plant operator, designated operator-in-charge, and/or chief collection systems operator according to their certification for one or more wastewater sites and facilities, who can execute on team goals and objectives, and who can lead subordinate staff by example, embracing a culture of collaboration, effectiveness, respect, and accountability. The ideal candidate maintains a growth mindset with the strong ability to supervise, assign, and align staff based on organizational effectiveness principles, support and guide safety and professional development training, create and maintain highly effective relationships, and balance productivity with comradery among the team.

This position will be assigned to manage a newly formed team of 3-4 collection operators managing the five sewer systems throughout the county. Those candidates that have a CWEA Collection System Maintenance certification, Class A driver’s license, sewer cleaning and/or jetting equipment (e.g., Vactor truck) experience, sanitary sewer overflow (SSO) response experience, and/or sewer system management plan (SSMP) development experience are highly desired.

Education and Experience

A combination of education, training, and experience resulting in the required knowledge, skills, and abilities. An example of qualifying education and experience includes:

Graduation from high school or general educational development certificate (GED), preferably with an Associate's Degree, AND Three years of progressively responsible experience in the operation of a wastewater plant or collection system.

Licenses and Certificates

Certain positions within this classification may require driving. When driving is an essential function of the position, a valid CALIFORNIA driver license will be required at the time of appointment and must be maintained throughout employment.

A valid Class "C" CALIFORNIA driver license is required at the time of appointment and must be maintained throughout employment.

A valid California State Water Resources Control Board Wastewater Treatment Operator Grade W3 certification or higher is required at time of appointment. Sustained/certification, including any required continuing education units, is mandatory for continued employment. Failure to obtain the required certification within the time stated will result in removal from the position unless a time extension is approved by the appointing authority.

Other Specifications

OTHER CONDITIONS OF EMPLOYMENT:

Must be willing and able to work alternating shifts and weekend work to provide coverage after normal workday or irregular and on-call emergency requests on nights, weekends, and holidays. May be subject to formal standby or around-the-clock operations as situations warrant.

Must successfully pass initial and recurring respiratory fitness test.

Based upon work location or assignment, incumbents may be required to keep hair and any facial hair consistent with the ability to ensure proper use of safety equipment.

NOTE: This position may be the "Lead/Chief Operator" of record and supervises "Shift Operators" as defined by the California State Water Resources Control Board, (Title 23 of the California Code of Regulations) and is responsible for the efficient operations and maintenance of assigned wastewater systems and other related facilities including systems that require a California State Water Resources Control Board Wastewater Treatment Operator certification.
