About the Role

Reporting to the Manager, Corporate Budget (Capital Plan) in the Project Management Office (PMO), the selected candidate will be responsible for the oversight and management of the Capital Plan Oversight Committee (CPOC) Project Gate Review process that controls the initiation and advancement of all Capital projects. The roles and responsibilities for this position include the direct supervision and management of all tasks associated with the CPOC Project Gate Review process in support of the implementation and monitoring of the Agency’s 10-year Capital Plan. This position is also responsible for providing various analysis related to the Capital Plan providing critical insights into the agency’s Capital Plan performance.

Responsibilities

  • Manage, coordinate, and facilitate aspects of the CPOC Gate Review Process including representing the PMO’s interests and priorities, as well as directing participating staff departments in a way that ensures financial and administrative compliance with CPOC, Board, and Agency rules and guidelines.
  • Lead staff support for the CPOC Gate Review including coordination of CPOC Working Group.
  • Lead the preparation, review, and distribution of the monthly project review meeting agenda and project summary list.
  • Provide strategic guidance, as well as technical and procedural advice to Line Department staff to support the successful review and approval of projects being presented.
  • Develop, update, and implement strategies, policies, procedures, forms and templates to effectuate the CPOC Project Gate Review process.
  • Manage, maintain, and update records and trackers for all CPOC Project Gate Review documents.
  • Develop and execute the annual CPOC Gate Review calendar for consideration of project advancements in close coordination with stakeholders.
  • Implement as directed, long and short-range objectives for CPOC and strategies consistent with the agency’s mission, vision, and priorities.
  • Perform analytical assessments to support the CPOC decision-making process, including verifying TPC and spending offsets submitted for approval monthly.
  • Perform ad-hoc financial analysis in support of the overall Capital Program as needed.

Minimum Qualifications

  • Bachelor’s degree from an accredited college or university in Finance, Accounting, or a related field.
  • 5 years of experience working in finance, budgeting, accounting, or similar analytical experience.
  • 3 years of experience in performing complex financial analyses, budgeting or operational analyses within a large organization.

Desired Qualifications

  • Master’s degree from an accredited college or university in Finance, Accounting, Public Administration, or related field.
  • Strong data analytic skills with a proven ability to identify and assess key points, implications, and make recommendations based on analytical reviews.
  • Demonstrated experience in providing effective leadership, project prioritization and time management, and both independent and collaborative work.
  • Excellent oral and written presentation skills, with the ability to present and discuss financial information clearly and concisely.
  • Experience with the Port Authority’s corporate financial systems, such as SAP, PeopleSoft, BudgetPRO and ICMS/Cognos or similar systems.

Selection Process

The Port Authority of New York and New Jersey anticipates that the actual salary offered to a successful candidate will depend on aspects such as experience, knowledge, skills, abilities, and internal factors. The expected compensation range for this role is:​

Minimum: $106,392 Midpoint: $138,297 Maximum: $170,222

In accordance with Port Authority policy, this position permits employees to work remotely a maximum of one day per week. In person collaboration is essential to how the Port Authority conducts business, and regular in-office days or team collaboration days may be required on business needs.
