What We Are Looking For
We are seeking skilled, safety-focused Substation Technicians – Group 1 who take pride in quality workmanship and want to be part of building and maintaining the backbone of Puerto Rico’s power grid. This role sits within the Substation Construction & Maintenance department and works directly under the Substation General Foreman or Project Superintendent on PREPA, LUMA, and private client projects island-wide.
This is a hands-on bargaining unit position that does not supervise others but frequently mentors apprentices and lower-group technicians. Success in the first 12 months looks like: safely completing multiple substation construction, upgrade, and maintenance projects with zero incidents, producing clean, code-compliant wiring and terminations that pass inspection on the first try, becoming a go-to technician for complex control wiring and troubleshooting, and earning the trust of your crew and foreman through reliability, skill, and a strong safety mindset.
What You Will Do
- Install, maintain, troubleshoot, and repair substation equipment including power transformers, circuit breakers, switchgear, disconnect switches, grounding systems, bus structures, capacitor banks, and reactors.
- Perform wiring, termination, and routing of control cables, power cables, and communication wiring in control houses and substation yards in accordance with schematics and prints.
- Interpret electrical diagrams, schematics, wiring prints, control logic drawings, and AC/DC elementary drawings to execute panel wiring, relay wiring, interconnection wiring, and field device connections.
- Conduct testing, inspection, and commissioning of relays, control circuits, battery banks, chargers, protective devices, and substation apparatus.
- Perform infrared inspections, oil sampling, insulation resistance testing, continuity, phasing, polarity checks, and routine preventive maintenance.
- Verify that all work meets project specifications, utility standards, NESC/NEC requirements, and passes quality assurance checks.
- Complete job reports, test forms, as-built documentation, red-line drawings, and maintenance records accurately and on time.
- Maintain safe work zones around energized high-voltage equipment using proper PPE, grounding, lockout/tagout, clearances, and job briefings.
- Operate hand tools, power tools, test equipment, man-lifts, and heavy equipment required for substation work.
- Assist engineers and supervisory personnel with field verification, technical data collection, and training of apprentices and lower-group technicians.

Required Qualifications
- High school diploma or equivalent.
- Successful completion of an accredited IBEW apprenticeship program or documented equivalent journey-level experience in high-voltage substation construction and maintenance.
- Minimum 4 years of verifiable experience performing substation equipment installation, wiring, testing, and repair at 69 kV – 230 kV or higher.
- Strong working knowledge of AC/DC systems, control circuits, protective relaying, wiring practices, and substation apparatus.
- Demonstrated ability to read and interpret complex engineering drawings, schematics, three-line diagrams, and wiring tables.
- Current OSHA 10 or OSHA 30 certification and commitment to rigorous safety practices.
Preferred

Qualifications
- Technical or vocational certification in electrical power technology or related field.
- Valid Class A or B CDL or ability to obtain within 6 months.
- Experience with digital relay testing (SEL, GE, ABB) and Doble test equipment.
- Bilingual (English/Spanish) communication skills.
What to Expect
You will work primarily outdoors at substations across Puerto Rico, often in hot, humid, or wet conditions, at heights, in confined spaces, and around energized high-voltage equipment. Expect physically demanding work that includes climbing ladders and structures, lifting up to 50 lbs, bending, kneeling, and standing for extended periods. You will be part of a tight-knit IBEW crew where safety is non-negotiable, quality workmanship is celebrated, and every day brings new technical challenges that directly impact the reliability of power to homes, hospitals, and businesses across the island.
