Definitions Used Throughout the Job Description

Direct Supervision: A Substation Relay and Control Tester – Journey Level Technician observing an employee closely enough at working level to provide immediate feedback if the employee is about to perform an unsafe act. The purpose of this supervision is to ensure that proper safety rules, operating procedures, and electrical safety-related work practices are being followed.

General Supervision: A Substation Relay and Control Tester – Journey Level Technician observing an employee from the immediate area, providing the necessary instruction and direction for the task being performed.

General Purpose of Work

A Substation Relay and Control Tester 1 may enter substations to perform necessary inspections of substation equipment and facilities and conduct non-live line tool switching activities. They may also work on low-voltage equipment and circuitry that is de-energized. All work must adhere to supervision guidelines as outlined.

General Duties

Under Direct Supervision:

  • Non-live line tool switching activities including Hold Card installation.
  • Preventive maintenance inspections of transmission and distribution substations.
  • Assemble and wire new remote terminal unit and equipment panels that are non-energized.
  • Pull control cabling.
  • Hot stick cleaning and testing.
  • Assist the Substation Relay and Control Tester – Journey Level Technician in installing, operating, constructing, and maintaining all types of protective and control systems for transformers, circuit breakers, reclosers, capacitor banks, control cables, relays, meters, and miscellaneous substation equipment.

Upon General Crew Leader Approval, the Substation Relay and Control Tester 1 May Perform the Following Duties Without Supervision:

  • Snowplow substation facilities.
  • Change nitrogen tanks and collect nitrogen reads/charts.
  • Housekeeping duties and substation facility maintenance.
  • Miscellaneous duties such as parts delivery, print delivery, print incorporation, and similar tasks not involving work on any installed equipment requiring supervision.
  • Preventive maintenance inspections of transmission and distribution substations.

Qualifications

  • Must have graduated from an accredited Electronic Technician program and demonstrate suitable proficiency in that classification, or have suitable prior experience in the area.
  • Must have a temperament and personality enabling effective work as a member of a crew or team.
  • Must be reasonably available for overtime and emergency work assignments.
  • Must have and maintain a valid Wisconsin driver's license.

Knowledge and Skills to Be Acquired

  • Learns the locations and names of all transmission and distribution substations.
  • Acquires and demonstrates knowledge of the name, purpose, and storage locations of substation stock materials and tools used for construction and maintenance.
  • Learns and practices all safety rules applicable to this work and the protective equipment used.
  • Identifies substation equipment (transformers, circuit breakers, etc.).
  • Demonstrates a strong understanding of switching procedures, policies, and associated equipment.
  • Demonstrates the ability to conduct Substation Preventive Maintenance Inspection activities with little oversight or correction.
