We are seeking an experienced Submissions Manager to provide leadership and end-to-end management of strategic, high value and complex bids across our Transport and Infrastructure business in the South Region.
In this senior role, you will lead bids through the full Opportunity and Bid Management lifecycle, typically focusing on Category 3–5 tenders, including collaborative and multi-party models. You will play a critical role in helping Downer retain and win work by shaping compelling win strategies, driving best-practice bid management, and ensuring submissions are client focused, compliant and competitive.
Working closely with senior leaders, operational teams and the wider South Tendering Team, you will challenge thinking, optimise pre-positioning activity, and contribute to building a strong, consistent culture of winning work across the business.
This role offers flexibility for the right candidate, with location open across the South region, including the Lower North Island and South Island.

You will be a strategic thinker with proven experience delivering winning tenders in complex environments, supported by strong leadership and communication skills. You will bring the following skills and experience:
Proven experience managing complex, high value tenders from concept to submission
Strong track record producing high quality, client focused submissions aligned to business strategy
Deep understanding of procurement models and their impact on tender and win strategy
APMP accreditation would be desirable
Experience using SharePoint or similar document management systems
Strong commercial and business awareness
Strong leadership capability with a collaborative, mentoring approach
