We are seeking a Subject Matter Expert.
This is a full time 100% telework role based in Arlington, VA.
Duties and Responsibilities:
- Serve as a subject matter expert for the transition of Department of the Navy (DON) SBIR/STTR technologies to commercial and defense opportunities including Phase III execution.
- Develop, implement, and assess innovative initiatives to improve technology transition outcomes and commercialization success across the DON.
- Design and apply advanced methodologies, processes, and tools to track, measure, and report transition and commercialization progress.
- Analyze transition pathways across multiple technology areas and insertion scenarios to identify best practices, systemic barriers, and opportunities for improvement, and provide expert recommendations to senior leadership and stakeholders to inform policy, acquisition planning, and investment decisions.
- Develop, coordinate, and maintain policies, procedures, and strategic guidance for Government review and approval to ensure the effective, compliant, and efficient management and operation of the Department of the Navy (DON) SBIR/STTR programs.
- Lead the dissemination, implementation, and tracking of approved policies and strategies, and serve as the authoritative advisor on external statutes, regulations, and policy directives that impact program execution.
- Conduct comprehensive analysis of external and internal SBIR/STTR statutes, regulations, and policies to identify barriers to efficient and effective program execution; determine requirements for modifications to existing DON policies, processes, and procedures; and identify opportunities to improve program performance, compliance, and operational efficiency.
- Provide expert recommendations to senior leadership and stakeholders to inform policy updates, governance decisions, and continuous process improvement across the DON SBIR/STTR enterprise.
- Performs other duties and works schedules as assigned by management, which may include changes to duties, responsibilities, or work hours as required to meet contractual obligations, mission requirements, or the needs of the organization.
Minimum Qualifications:
- Possess either (1) a master's degree and at least 15 years of experience reviewing and incorporating policy and law into program objectives (e.g. policy, statutory or regulatory framework) or (2) possess a bachelor's degree and at least 18 years of experience reviewing and incorporating policy and law into program objectives (e.g. policy, statutory or regulatory framework).
- Possess at least ten (10) years of experience developing and interpreting SBIR policies within a statutory and regulatory framework.
- Active DoD Clearance
Desired Qualifications:
- Possess at least (10) years of experience in DON and DoD SBIR/STTR program policies, procedures, facts, data, and operations.
