Mission:
Implement the assigned parts of the project within his/her unit/department, in keeping with established procedures, facilitating compliance with established deadlines and coordinating the necessary resources (human and material), so as to contribute to significantly improving the project.

They are responsible for the analysis and interpretation of the contract, paying special attention to clauses and conditions for better alignment with the company’s interests. They act as intermediaries between client and company by resolving the possible conflicts that could arise during the performance of the contract. They control compliance with the contract by both parties.

Required Skills and Competencies

• Ownership and accountability for the management of the Sub-Contract function on the Project including but not limited to Budget Allocation, Procurement, Evaluation of Interim Payment Certificates, Management of Change Control and Agreement of Final Accounts.
• Manage a team of Quantity Surveyors to ensure that Contractual Obligations are met and delivery targets exceeded. Plan and manage the workload of the Sub-Contract Department. Provide guidance and mentor junior members of Staff.
• Appraise the master Sub-Contractor Procurement Budget for the Project. Oversee the preparation of quantity take-offs and estimates from Construction Drawings; Define the Work scope of Sub-Contract packages to be procured together with the Project Delivery Team and define the Sub-Contract Package budgets for man-hours, equipment, and materials.
• Collaborate with the Procurement Team in overseeing the Sub-Contractor negotiations, award process and seamless onboarding of subcontractor.
• Oversee the evaluation of the Sub-Contractor's monthly payment Certificates; update the Project Cashflow Forecast and report on significant variances.
• Input on the Main Contract Interim Application process to ensure that the Sub-Contract Works claimed reflect an accurate and appropriate assessment of the Contract Works completed and materials delivered and are substantiated with the requisite contemporary records and field data.
• Management of the Sub-Contract Change Control process. Provide strong contractual leadership to the Procurement and Sub-Contract Management Teams. Interpret contract provisions and prepare correspondence in response to Sub-Contractor Requests for Variations and Claims.Ensure the timely notification of EOT and additional Quantum Claims are submitted to the Engineer.
• Manage the Project Close Out Procedure with Sub-Contractors including the issue of the Taking Over Certificate; Settlement of the Final Account and Return of the Performance and Retention Bonds.
• Input in the periodic risk management meetings; together with the Project Delivery Team assume responsibility for the identification of Sub-Contract related risk events and development of risk mitigation strategies.
• Ensure compliance with ACDM JV's work health and safety policies, standards and procedures and the JV's established auditing practices
• Perform other tasks assigned by the Project Director and/or Sr. Contracts and Commercial Manager.
