Structural Materials Field Construction Engineer III, IV, or V- MTD - (2602389)

Position Information TxDOT Materials and Tests Division's Structural Materials (STR) Section is looking for a FIeld Construction Engineer III, IV, or V, at our Stassney Campus who has excellent problem-solving skills and will enjoy working with a group of talented professionals to ensure quality on Texas roadways. The candidate selected will work alongside an experienced team of professionals to provide direct engineering support to STR's field inspection personnel located throughout Texas who perform in-plant Quality Assurance (QA) structural product inspection, material and product testing, and manufacturing process oversight for the construction of prestressed concrete and structural steel bridge members, non-bridge steel structures, and other structural components. The work entails supporting TxDOT's 25 districts by ensuring the quality of structural materials furnished to construction and maintenance projects statewide comply with specifications. The candidate selected will also have the opportunity to develop STR's quality assurance programs and TxDOT specifications, and represent STR at industry meetings, technical conferences, etc. TxDOT has over 13,000 employees statewide, and we have a great team of professionals willing to share their knowledge with you.

Transportation Engineer IIIPerforms advanced and complex engineering work in the area of construction of prestressed concrete and structural steel bridge members, non bridge steel structures, and other structural components. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.Transportation Engineer IVPerforms highly advanced and complex engineering work in the area of construction of prestressed concrete and structural steel bridge members, non-bridge steel structures, and other structural components. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Transportation Engineer IIIAssists district and division personnel on material and/or fabrication requirements and advises of appropriate material and/or fabrication application and acceptability.Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support.Investigates materials failures or fabrication problems; reviews test data and assists in determining cause of failing materials.Monitors contractor's compliance with plans and specifications.Represents the district/division at various meetings.Resolves differences between contractors and inspectors.Writes reports, specifications and test procedures.Assists in developing and/or monitoring budgets.Develops, recommends, and implements modifications as necessary for continual improvement to existing program of responsibility.Develops training courses and/or materials.Reviews shop drawings prepared by fabricators for bridges and related structures.Trains engineering staff.Updates, reviews, monitors, and/or reviews requests for changes to plans, manuals and/or standard sheets.Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.Performs other job responsibilities as assigned.Transportation Engineer IVAll of the above and the following:Develops short-term and long-term goals and coordinates planning activities and resources required to meet goals.Formulates, develops and/or monitors budgets and financial information.Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and/or prepares and delivers a written evaluation of the consultant's performance.Performs, reviews and monitors detailed investigations, data collection, analyses and coordination of bridge-related research and recommends cost effective project level design for new, rehabilitated and reconstructed bridges.Transportation Engineer VAll of the above and the following:Develops and supports implementation activities for new methods, procedures, and technologies.Provides technical information and guidance regarding innovative and experimental technologies to departmental personnel.Reviews and provides guidance on research project reports and other deliverables.Supports the Technical Assistance Panel for assigned Research Management Committee.

Transportation Engineer IIIEducation: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.Experience: 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent).Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum QualificationsTransportation Engineer IVEducation: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.Experience: 7 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent).
