The Streetlights and Tunnel Management Program Manager is responsible for supervising works related to streetlights installation, maintenance and operation including electric repairs and tunnel components operation and maintenance including the management of contracted tunnel maintenance and operations personnel within the Department of Transportation. This position is responsible for assisting in acquiring and managing contracts, conducting research, providing data, making recommendations, and implementing solutions to achieve department goals and objectives; additionally, the position oversees, administers, and manages operations, personnel activities, and budget.
Essential Functions
1 Directs and supports activities of staff and managers performing daily operations of the Streetlighting and Tunnel Management division and any related activities.
2 Oversees coordination between intra-department sections, with other departments, and contracted agencies for streetlighting and tunnel projects and maintenance including fire, life and safety components.
3 Attends meetings with individual stakeholders, organizations, and associations as they relate to Streetlighting and Tunnel management.
4 Prepares responses for City Council, staff, and residents regarding Streetlighting and Tunnel management inquiries.
5 Develops and implements streetlighting and tunnel management standards and procedures in full compliance with applicable City, State, Federal, and industry guidelines.
6 Oversees components of project development and construction/installation.
7 Responds to emergency situations as required and demonstrates safety at all times.
8 Oversees the process of making repairs to streetlights and related tunnel work, including developing estimates and scopes of work.
9 Participates on selection committees of professional services related to streetlight and tunnel management; oversees vendor work and manages relevant contracts accordingly.
10 Performs other work as required or assigned.
Knowledge and Skills
1 Knowledge of equipment, tools, and methods used in streetlighting and tunnel maintenance and repairs.
2 Knowledge of electrical codes and regulations.
3 Knowledge of local, state, federal laws, and regulations relevant to the operational unit or functional program, and the principles and practices of public administration and management.
4 Ability to manage unit/program activities including personnel management.
5 Ability to understand, review, and contribute to the development of contractual specifications and to manage contracts.
6 Ability to prioritize work, estimate projects, and perform project management.
7 Ability to use and instruct in various types of hand tools, power tools, precision testing, and/or troubleshooting equipment.
8 Ability to understand technical terminology of the specialization assigned.
9 Knowledge of customer service and conflict resolution principles.
10 Ability to communicate effectively both orally and in writing.
11 Ability to establish and maintain strong and effective relationships.
MINIMUM QUALIFICATIONS:
EDUCATION:
Bachelor's degree Engineering
EXPERIENCE:
Seven (7) years’ experience in a large multi-faceted 365/24-hour operations including a minimum of two (2) years in Tunnel Operations and Management and five (5) years in streetlighting.
AND
Three (3) years of Supervisory responsibilities.
EQUIVALENCIES:
High School Diploma or GED and a Certificate from an accredited Apprenticeship program plus eleven (11) years’ of the required experience, including three (3) years of the stated supervisory responsibilities, and a Master’s Electrician license will meet the education, experience and license requirement.
Associate degree or higher in any field plus nine (9) years’ of the required experience, including three (3) years of supervisory responsibilities, and a Master’s Electrician license will meet the education, experience and license requirement.
LICENSES AND CERTIFICATIONS:
Master Electrician License;
Valid and current driver’s license with good driving record.
Salary Range
$93,912.00 - $117,395.20
The salary listed on this job posting is the starting salary range; amount offered will depend upon qualifications.
