Under the general supervision of the Chief of Staff, the Strategic Specialist will coordinate all strategic initiatives within the department. An employee in this class will assist with the design and execution of actionable plans to meet defined goals and objectives. As a member of the Strategic Development Office (SDO), the Strategic Specialist will be part of a team whose mission is to plan, promote and implement changes that will positively impact the quality of life for Virgin Islanders and visitors alike. Work is reviewed by conferences, meetings, reports and evaluations. This position requires a confidential relationship to the policymaker.
Coordinates strategic initiatives geared towards the overall improvement of internal and external processes.
Collaborates with department leadership to ensure projects are on track, and maintains project management of the division's strategies.
Conducts benchmark comparisons, and performance indicators analysis.
Evaluates and implements process improvements to increase efficiency and effectiveness.
Partners across territory and other areas to build strong working relations and improve workflow and organizational issues.
Handles special projects as directed by the Commissioner.
Maintains confidential information and progress reports as required by the Commissioner.
Manages the advertising device permit process to ensure the timely submission of deliverables.
Monitors Key Performance Indicators, and reports on activity.
Liaises with internal and external stakeholders on departmental projects.
Performs high-level administrative duties such as report generation.
Generates recommendations and documents best practices within the department.
Performs other related duties as required.
Bachelor’s degree from an accredited college or university in Public or Business Administration, Accounting, Finance, Social Sciences or a related field and two (2) years of professional experience in project management, analytics, research methods, organizational leadership, process improvement or a related field.
Ability to effectively use the Microsoft Office Suite, with high proficiency in MS Word, Excel, and PowerPoint.

Ability to speak and write clearly and concisely.

Work is performed under the general supervision of the Chief of Staff. Work is reviewed by conferences, meetings, reports and evaluations. Independent sound judgment is exercised but refers complex or unusual problems to the supervisor for guidance.
Guidelines include local regulations and policies, department rules general standards and directives, as established within the industry and consists of agency’s office policies, rules, regulations, and procedures.
The incumbent will be assigned a wide range of projects geared towards the agency fulfilling its mandate. The incumbent is expected to exercise judgment and independence within the major duty areas. The incumbent is expected to meet deadlines, work well in a team environment and work well under pressure.
The purpose of work is to coordinate strategic initiatives within the department.
Contacts are coworkers, supervisors, other government employees, project stakeholders, and the general public.
Contacts are made to obtain or supply information for the successful completion of assignments.
Work is mostly sedentary with some walking, standing, climbing, bending, and carrying of light objects.
Work is primarily performed in an office setting,but may include some fieldwork and travel.
