Job Description

Tatitlek is seeking a Strategic Proposal Support & Capture Manager to support the full opportunity lifecycle, from early identification and qualification through capture strategy execution and proposal submission. This role maintains an individual pipeline of assigned opportunities in our Artificial Intelligence (AI) Tool, GovEagle, and drives capture activities on those pursuits, and contributes to RFP response efforts as needed, working in close coordination with the Bid and Proposal team. The Strategic Proposal Support & Capture Manager reports to the Director of Business Development (BD) and helps execute the structure and processes the Director establishes for pipeline management and capture activity across the BD team.

ESSENTIAL DUTIES & RESPONSIBILITIES:

Opportunity Identification and Pipeline Management

  • Identify, research, and qualify new business opportunities across federal civilian and defense markets aligned with Tatitlek's core capabilities and contract vehicles.
  • Maintain an individual pipeline of assigned opportunities in GovEagle, logging, staging, and updating each pursuit consistently from identification through award decision.
  • Conduct market research and competitive analysis on assigned opportunities to inform bid strategy and positioning.
  • Develop and maintain relationships with government customers, teaming partners, and industry contacts relevant to assigned pursuits.

Capture Management

  • Lead capture efforts for assigned opportunities, including customer engagement, teaming strategy, and win theme development.
  • Develop capture plans, price to win analysis, and gate review materials for assigned pursuits, and present these materials to the Director and senior leadership as required.
  • Conduct and document customer calls, industry days, and other engagement activities to shape requirements and strengthen positioning ahead of RFP release.
  • Evaluate incumbent strengths and weaknesses on assigned opportunities, and identify discriminators to inform win strategy.

RFP and Capture Support

  • Conduct capture related activities leading up to and through RFP submission on assigned opportunities, including participation in any and all data call activities as needed.
  • Support the development and scrubbing of key personnel resumes, so they align with solicitation requirements.
  • Contribute subject matter input and past performance narratives to the response effort.
  • Partner closely with the Bid and Proposal team throughout the response effort, providing capture knowledge, technical writing, customer insight, and competitive positioning, while the Bid and Proposal team owns the proposal process, scheduling, and compliance.

Cross-Functional Coordination and Reporting

  • Coordinate with operations, contracts, pricing, and program staff to align capture strategy with business goals and execution capacity on assigned pursuits.
  • Support teaming partner identification, negotiation, and agreement coordination for assigned opportunities.
  • Report pipeline status, capture progress, and win probability on assigned opportunities to the Director of Business Development on a regular cadence.

EXPERIENCE, EDUCATION AND LICENSURE:

Required:

  • Must be proficient with Microsoft Windows and Office 365 Environments, the Office Suite of Applications (Word, Excel, PowerPoint, Outlook), and PDF software (ie, Adobe Acrobat, Foxit PDF Editor, NitroPDF, or similar products).
  • Familiarity with creating graphics in PowerPoint and/or Adobe Creative Suite products.
  • Bachelor's degree in business, a related field, or equivalent professional experience.
  • Minimum 4 to 6 years of experience in federal business development and/or capture management.
  • Working understanding of the federal acquisition lifecycle, including Section L and Section M requirements, and how capture activities inform proposal development.
  • Experience maintaining an opportunity pipeline in a CRM or pipeline tool, with a preference for direct experience in AI RFP response and CRM tools, such as GovEagle or a similar platform.
  • Experience supporting RFP response activities, including data calls and key personnel resume development, without owning the proposal process itself.
  • Strong written and verbal communication skills.
  • Ability to travel as needed to support customer engagement and business development activities.

Preferred:

  • Experience with 8(a), Alaska Native Corporation, or other socio-economic set-aside programs.
  • Familiarity with contract vehicles such as STARS III or Seaport-NXG.
  • Established network of federal civilian and/or defense customer relationships.
  • Experience in a small business or ANC contracting environment.
