About the role
Shape the commercial and procurement backbone of a major transformation programme.
We are seeking a Strategic Procurement Lead for a 12-month fixed term to define and deliver the sourcing and procurement strategy across a complex, organisation-wide transformation programme.
This is a pivotal leadership role responsible for ensuring procurement is strategic, integrated, and capability-building, while delivering strong commercial outcomes across all programme activities.
About Business Transformation Programme
The Business Transformation Programme is a multi-year initiative focused on enabling the organisation to operate as a modern, intelligence-led regulator. The programme will deliver improvements to systems, processes, data, and ways of working, ensuring the organisation can effectively manage risk, meet its statutory obligations, and support a safe, efficient, and sustainable aviation system. It brings together multiple workstreams to drive coordinated change and deliver long-term value for both the organisation and the wider system.
Key Responsibilities:
Define and lead the programme-wide procurement and sourcing strategy
Provide governance and oversight across all procurement activity
Lead high-value, complex tenders end-to-end
Build and uplift procurement capability across the programme, embedding tools, frameworks, and commercial discipline
Ensure procurement is integrated with wider organisational activity, leveraging scale and avoiding duplication
Establish strong supplier management and commercial frameworks, particularly for strategic suppliers
Lead supplier governance and performance forums, driving accountability and value
Enable programme teams to deliver fit-for-purpose procurement with confidence and consistency

What You’ll Bring
We’re looking for someone with:
Extensive senior experience in strategic procurement and sourcing
Proven track record leading complex, high-value procurement processes
Experience building procurement capability and commercial maturity within organisations or programmes
Strong ability to integrate procurement across multiple initiatives or functions
Demonstrated success managing strategic supplier relationships and performance
Highly developed commercial acumen and negotiation expertise
Strong influencing skills with the ability to operate at senior leadership level
Experience in large transformation programmes or the public sector (desirable)
