Program Overview

The Army National Guard (ARNG) Enterprise Network Operations and Cybersecurity Support (ENOCS) program delivers comprehensive enterprise IT infrastructure, WAN, cybersecurity, and associated services to the ARNG and its mission partners. The program supports more than 120,000 users and 141,000 endpoints across approximately 2,800 sites spanning 54 states and territories, enabling Title 10 and Title 32 missions, domestic emergency response operations, mobilization readiness, and classified SIPRNet operations.

Task 6 — Strategic Initiatives Support — advances the ARNG's enterprise IT modernization agenda by identifying emerging technologies, analyzing evolving mission requirements, and developing innovative solutions that enhance the quality, efficiency, and effectiveness of IT service delivery. This task area supports ARNG G6 leadership in making informed, forward-looking investment and capability decisions by evaluating cost savings, mission impact, and technology adoption opportunities across the.

ECS is seeking a Strategic Planning Specialist - Journeyman to support the Army National Guard ENOCS program. The selected candidate will play a crucial role in developing strategic communication materials, executive briefings, and planning documents. Working under senior guidance, this position is integral to aligning ARNG IT strategy with governance and policy initiatives. The role requires a keen ability to conduct research, consolidate data, and draft artifacts that adhere to Army documentation standards, ensuring compliance with government-provided guidance.

Responsibilities

  • Develop strategic communication materials and executive briefings under senior guidance.
  • Assist in the creation of planning documents that support ARNG IT strategy and governance.
  • Conduct research and consolidate data to inform strategic initiatives.
  • Format and draft supporting artifacts that align with Army documentation standards.
  • Ensure all materials comply with government-provided guidance and established processes.
  • Support coordination efforts across functional stakeholders within the ARNG.
  • Deliver analytically sound materials within required timelines.
  • Contribute to policy initiatives by drafting documents that reflect ARNG IT strategy.
  • Collaborate with team members to ensure alignment with governance frameworks.

Qualifications

Required Qualifications

  • Clearance: Secret Eligible required
  • S. Citizenship required
  • DoD 8140.03 Compliance: DoD Cyber Workforce Framework (DCWF) Work Role 722-Information Systems Security Manager at the Intermediate proficiency level
  • Certifications (one or more required): CISSP-ISSAP, CISSP-ISSEP, CASP-CE, CCNP, CISA, CISP
  • Education: BS degree in Information Technology, Cybersecurity, Computer Science, Information Systems, Data Science, or Software Engineering.
  • Minimum of 4–6 years of experience in enterprise IT strategy within DoD or Federal environments.
  • Proven experience in developing strategic communication materials and planning documents.
  • Demonstrated ability to conduct research and consolidate data effectively.
  • Experience ensuring compliance with Army documentation standards and processes.
  • Ability to support coordination across functional stakeholders.
  • Strong analytical skills with a focus on delivering timely results.
