ANSER is seeking a Strategic Planner to provide Operations and Analysis Support Services with the Office of the Deputy Assistant Secretary of Defense for Industrial Base Policy (IBP) Global Investment and Economic Security Directorate (GIES). In this role you will support GIES senior leadership in conducting strategic planning, analysis, project, and program management activities.

Day to Day Responsibilities:

  • Provide strategic planning, program management, and implementation support to the GIES missions, economic security and adversarial capital initiatives, and the National Defense Strategy (NDS).
  • Provide change management, transformation and integration, facilitation, and management efforts; writing, editing, and conducting briefings to support senior leadership and specific audiences (e.g., DoD senior leadership, analysts, technical experts, interagency, allies and partners, Congress).
  • Establish, reform, and optimize GIES strategic, transformation, governance, business, and communication processes to build and develop GIES optimized strategic functions.
  • Design and implement new GIES strategic capabilities to support the design and implementation of GIES and DIB transformation and strategic capabilities, short-term through long-term transformation processes, analysis methodologies, and controls.
  • Perform program plan development, management, and reporting activities for multiple missions and strategic projects to implement the NDS and GIES strategic goals and authorities. Support the development of project plans, roadmaps, plan of actions and milestones (POAMs) related to GIES strategic activities.
  • Support GIES Senior Leadership with conducting analyses, due diligence, data analytics, tracking, and other duties and responsibilities as it pertains to strategic planning, transformation, and implementation activities.
  • Assist the GIES Principal Director, the GIES Front Office and project teams, and DoD senior leadership with the development of various strategic communications, outreach, change management and transformation programs, processes, and documentation (i.e., Decision Briefings/White Papers, roadshows, conferences, speaking engagements and presentations).

Required Qualifications:

  • TOP SECRET/SCI eligible
  • Bachelor’s degree
  • 5 years’ relevant experience in strategic planning, project/program management, transformation, communications, and decision support.
  • Demonstrated knowledge, experience, and ability to develop solutions, recommendations, or outcomes across multiple complex tasks and/or organizations.
  • Experience evaluating options in the context of project objectives and contribute to the implementation of strategic direction.
  • Experience supporting project objectives through activities such as conducting interviews, gathering data, and developing project objective recommendations.
  • Ability to direct the activities of Management Consultants or other staff as necessary.

  • Ability to direct the activities of Management Consultants or other staff as necessary.
  • Demonstrated experience operating within the Department of Defense (DoD), the Industrial Base Policy or a similar, strategic-level staff environment
  • Proven ability to brief, interact with, and provide counsel to senior military leaders, including Flag and General Officers
  • Experience supporting on-site implementation of project plans and process improvement initiates ensuring objectives are met.
  • Professional certification as a Project Management Professional (PMP) a Lean Six Sigma (Green Belt or higher) or a recognized equivalent with a track record of driving successful process improvement initiatives.
