Strategic HR Business Partner – Lead the Change

Location: Loxley House, Nottingham (Hybrid)
Salary: £56,730 – £60,125 per annum
Contract: Permanent

As our Strategic HR Business Partner, you will be a key driver of strategic transformation across the Council. Supporting areas including Growth and City Development, you’ll influence major organisational decisions, champion people strategies that boost performance, and ensure our services meet the needs of residents, communities, and colleagues.

Key Responsibilities

  • Lead HR Strategy: Develop and deliver people strategies that align with Council priorities and enable long‑term organisational success.
  • Drive Performance & Workforce Planning: Use data, insight, and analytics to strengthen workforce planning, performance management, talent development, and service redesign.
  • Lead a High‑Performing HR Team: Inspire, coach, and support a team of HR professionals to collaborate effectively, drive strategic initiatives, and deliver outstanding HR services.
  • Manage Complex Casework: Provide expert guidance on complex employee relations issues while building strong, constructive relationships across the organisation.
  • Champion Change: Act as a trusted strategic partner to senior leaders, enabling sustainable change and continuous improvement.
  • Promote Inclusion & Equality: Embed equality, diversity, and inclusion into all aspects of our workforce strategy, ensuring compliance and advocating best practice.
  • Collaborate with Leadership: Work closely with senior leaders to strengthen leadership capability and ensure HR initiatives support the Council’s wider goals.

Who We’re Looking For

  • An influential, forward‑thinking HR leader with:
  • CIPD qualification and experience in senior strategic HR roles within large or complex organisations
  • Strong expertise in recruitment, casework, workforce planning, service redesign, and talent management
  • Confidence using data and insight to shape strategy and drive service improvement

    Exceptional leadership skills and the ability to build trusted relationships at all levels
  • A real commitment to equality, diversity, and inclusion
  • The ability to navigate change, inspire teams, and work in a fast‑paced, collaborative environment
