Job Description

About the role
In this role, you will lead complex organisation-wide initiatives including Reserve Strategies, Developer Contributions Plans (DCPs) and the Long-Term Financial Plan (LTFP). Partnering with senior leaders, you will deliver sharp financial analysis, scenario modelling and strategic advice to navigate risks, unlock opportunities and support confident decision-making across the organisation.

Work type: Casual, full-time hours.
Classification: SPL, $117.17 + super.

Key responsibilities include:

  • Provide expert, independent advice to the Chief Financial Officer and Executive Leadership Team on complex strategic financial matters.
  • Act as a trusted advisor on the financial sustainability implications of major organisational decisions and policy settings.
  • Translate complex financial concepts into clear, executive‑level advice to support informed decision‑making.
  • Review, challenge and advise on the adequacy, sustainability and governance of Council’s reserve framework.
  • Provide strategic advice on the use of reserves, including impacts on liquidity, unrestricted cash and working capital ratios.
  • Support the development of clear reserve principles and narratives suitable for Executive, Council and Audit & Risk Committee reporting.
  • Provide strategic oversight and advice on the financial design, assumptions and risks associated with Developer Contributions Plans.
  • Assess long‑term cash flow, timing and infrastructure funding implications of DCPs.
  • Advise on alignment between DCP forecasts, capital delivery programs and the Long Term Financial Plan.
  • Provide expert input into the development, review and ongoing refinement of the Long Term Financial Plan.
  • Undertake scenario modelling and sensitivity analysis to assess the financial impact of key strategic choices, growth assumptions and funding strategies.
  • Assist in identifying emerging financial risks and structural pressures over the long term and options to address them.

About you
To be successful in this role, you will have a tertiary qualification in Accounting, Finance, Economics or a related discipline and Significant senior‑level experience providing strategic financial advice in a complex organisation.

Essential Experience:

  • Demonstrated experience in long‑term financial planning, reserves management and infrastructure funding models.
  • Expert knowledge of long‑term financial sustainability, funding strategies and financial risk management.
  • Strong analytical, modelling and problem‑solving capability, with the ability to interpret and challenge complex financial data.
  • Highly developed written and verbal communication skills, with the ability to influence at Executive level.
  • Strong professional judgement, independence and integrity.

Preferred candidates will be required to undergo a National Police Check and a Working with Children's Check as part of the recruitment process (funded by the City).
