Under general direction, the Stormwater Utility Manager manages a staff of personnel engaged in the repair and maintenance of stormwater collection and distribution facilities primarily within the boundaries of the Stormwater Utility in Sacramento County. These facilities include: channels, creeks, ditches, and other waterways; manholes, drain inlets, and underground pipelines; levees and detention basins; and drainage facility appurtenances and access roads.

Examples of duties

Knowledge of

• Methods and techniques of supervision including planning and scheduling work, efficient utilization of manpower, equipment, and materials
• Methods, materials, and equipment used in the construction of, temporary repair and maintenance of roads, culverts, trees, drainage ditches, pumping systems, and underground pipe systems
• The operation, maintenance, capacities, and limitations of drainage construction and maintenance equipment
• Safety principles and practices
• Principles of program planning and management
• Training principles, techniques, and methods
• Effective written and oral communication techniques
• Budgeting principles and practices
• Organizational policies and procedures
• Regulations and practices (including safety, Fish & Game, CAL EPA, Fish and Wildlife, Water Quality Control Board, The Clean Water Act, vehicle code and departmental policies) involving the maintenance and repair of culverts, drainage ditches, pumping systems, and underground pipe systems and the removal of vegetation and debris
• Equipment specifications, purchasing practices and inventory control
• Word processing, databases, spreadsheets, and other software applications

Qualifications

Minimum Qualifications

Either: 1. Two years in a Sacramento County class performing supervisory duties over stormwater utility, highway maintenance, airfield maintenance, or collection systems which has included channel maintenance, activities.

Or: 2. Three years of full-time experience performing supervisory duties over channel maintenance or drainage maintenance activities.

Note: If the word “experience” is referenced in the minimum qualifications, it means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

General Qualifications

License Requirements A valid California Driver's License, Class C or higher is required prior to appointment to this class. Failure to maintain the appropriate California Driver’s License and/or endorsement(s) may constitute cause for personnel action in accordance with Civil Service Rule 11.4. Individuals who do not meet this requirement due to disability will be reviewed on a case-by-case basis.

Criminal History and Background Check The County may access criminal history information on candidates who have accepted a conditional offer of appointment for this class consistent with the provisions of the Board of Supervisors Resolution No. 82-602, Personnel Policies and applicable federal and state laws. The County shall not consider for employment any candidate who has been convicted of a felony or misdemeanor that relates to, or impacts, the candidate’s ability to perform the job duties of this class unless it is determined that mitigating circumstances exist. For purposes of accessing criminal history information, the candidate will be fingerprinted. A subsequent arrest notification may be obtained.

The County may also conduct a background check on the candidate prior to appointment to a position within this class. The background check may include personal and professional reference checks, credit history checks with express consent, Social Security Number verification, professional license/registration verifications, military service information and driving history.

Information obtained in the course of this background check will be considered by the appointing authority in the selection process. In obtaining such information, the County will comply with applicable consent and disclosure practices in the Fair Credit Reporting Act and the California Investigative Consumer Reporting Agencies Act.

Physical Requirements

• Sit for periods up to one hour while driving to work sites
• Occasionally be required to:
  • Bend, stoop, squat, kneel, crouch and reach above the shoulder
  • Reach above the shoulder
  • Walk on uneven surfaces
  • Climb into and out of ditches and excavations

Working Conditions

• While most work will be in an office setting or in a vehicle, incumbents will occasionally be required to work outside in all types of climatic conditions including inclement and hot weather and work around dust, dirt, noise, contaminated and non-contaminated water, chemicals, machinery and equipment with moving parts, moving repair and maintenance vehicles, traffic, fumes, and/or odors

Work Schedule During periods of heavy rain and/or flood conditions, the repair and maintenance of storm water collection and distribution facilities is a 24 hours a day operation. All employees in this class will be subject to working night shifts, weekends, and holidays and will be required to work in excess of 40 hours a week and/or work irregular hours.

Probationary Period

The probationary period for this classification is twelve (12) months.

FORMULA RATE EXAMINATION (Weighted 100%)

All candidates meeting the minimum qualifications by the cut-off date will have their Supplemental Questionnaire scored in the Formula Rate Examination.

This examination will evaluate the relevance, level, recency, progression and quality of candidate's education, training and experience. The candidate's application or other materials will not be included in this examination. Therefore, the candidate's responses to the supplemental questionnaire should be thorough, detailed and complete. The score from the Formula Rate Examination will determine the ranking on the eligible/employment list for this job.

All candidates competing in the testing process will receive written notice of their examination results by email. Notices can also be accessed in their governmentjobs.com inbox. Applicants achieving a passing score will be placed on the eligible list in rank order. The rank is determined by the test score attained from the examination.
