GENERAL DESCRIPTION:

*This is an At-Will Employee Contract (AWEC) full-time position.

The Wyoming Department of Education is looking for someone who will serve as the Wyoming Department of Education's State School Nurse Consultant, providing statewide leadership, consultation, technical assistance, training, data analysis, and program coordination to strengthen school nursing services, student health and safety, and educational access and outcomes. The position carries out responsibilities consistent with W.S. 21-2-202(a)(xxxviii) and (xxxix), supports compliance and student-support functions, and assists the State Superintendent, school districts, and district boards of trustees in meeting applicable student health, behavioral health, prevention, and school-safety responsibilities.

ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.

  • Collaborates and maintains effective working partnerships with the Wyoming Department of Health (WDH), State Health Officer, Wyoming State Board of Nursing, school districts, school nurses, healthcare and behavioral health providers, state agencies, and community partners
  • Ensures program activities and professional nursing practices comply with applicable Wyoming nursing statutes, the Wyoming Nurse Practice Act, professional nursing standards, W.S. 21-3-133, and other applicable laws, rules, and regulations
  • Manages and monitors program requirements in accordance with applicable WDH funding agreements, approved scopes of work, budgets, deliverables, and performance measures
  • Coordinates and supports statewide data collection and reporting, including the collection, organization, analysis, and submission of required program data and performance information
  • Supports continuous quality improvement efforts by evaluating program activities, identifying opportunities for improvement, implementing appropriate changes, and monitoring outcomes
  • Supports nursing and public health workforce development through coordination, education, training, technical assistance, and collaboration with relevant partners
  • Prepares and submits required reports and program information to state agencies, funding partners, and the Wyoming Legislature in accordance with established requirements and deadlines
  • Maintains effective communication and coordination among statewide partners to support program goals, deliverables, compliance requirements, and the delivery of nursing and public health services
  • Perform other duties as assigned

Examples of duties

PREFERENCES:

Preference will given to applicants with a current Wyoming license as a Registered Nurse, as required by W.S. 21-2-202(a)(xxxviii).

KNOWLEDGE:

  • Knowledge of school nursing, student health, public/community health, behavioral health, chronic disease, medication administration, emergency response, care coordination, prevention, and quality improvement
  • Advanced knowledge of the Wyoming Nurse Practice Act, nursing statutes and rules, professional standards, and principles governing nursing judgment, assessment, planning, delegation, supervision, training, referral, and evaluation of student health outcomes
  • Ability to provide statewide professional leadership, consultation, technical assistance, training, and workforce development to school nurses and districts
  • Skill in developing and evaluating systems of accountability; analyzing aggregate health, workforce, service, and outcome data; and communicating findings while protecting confidentiality
  • Ability to translate nursing standards, public-health requirements, and student-health needs into practical district guidance that supports accreditation, school improvement, attendance, safety, and access to instruction
  • Ability to build and sustain effective collaboration among WDH, WDE programs, districts, the State Health Officer, Wyoming State Board of Nursing, healthcare and behavioral health providers, state agencies, and community partners
