Jhpiego is an international, non-profit health organization and an affiliate of Johns Hopkins University, dedicated to improving the health of women and families in developing countries. For over 50 years, it has focused on providing high-quality, low-cost health care solutions, training health workers, and strengthening health systems.

Jhpiego has been working in India since the 1980s in close partnership with national and state governments. With deep technical expertise and strong on-the-ground execution, Jhpiego helps design, test, and scale practical solutions and innovations that fit real-world systems across 11 thematic domains (Maternal and Newborn Health, Reproductive Health, Nutrition, Immunization, Comprehensive Primary Health Care, Human Resources for Health, TB and Infectious Diseases, Global Health Security, Women's Cancers, Non-Communicable Diseases, Digital Health).

The Family Health Program focuses on improving the health and well-being of women, newborns, children, adolescents, and families through high-quality, evidence-based healthcare services. The program supports the Government of Uttar Pradesh in strengthening health systems, improving service delivery, and ensuring equitable access to essential healthcare

The State Program Officer/Assistant Manager- Family Health will provide leadership, technical guidance, and managerial oversight to Jhpiego’s Family Health portfolio in Uttar Pradesh, including maternal health, child health, and family planning programs. The position will be responsible for managing teams, strengthening partnerships with government and key stakeholders, ensuring quality implementation of program activities, and timely reporting to donors and internal leadership. The State Program Officer/Assistant Managerwill work closely with state and district teams, technical experts, and partner organizations to advance Jhpiego’s vision of improving family health outcomes in the state.

Responsibilities

Program and Technical Leadership

• Provide strategic direction and technical guidance for the implementation of maternal health, child health, and family planning initiatives.
• Support government counterparts in strengthening quality of care across RMNCH services, including LaQshya, Manyata, and related state/national initiatives.
• Facilitate adoption of evidence-based approaches, IEC/BCC strategies, and innovations for improving service delivery.
• Ensure alignment of program activities with national/state priorities and donor requirements.

• Lead, mentor, and supervise a team of 5–6 staff members, ensuring clarity of roles, effective performance management, and professional development.
• Foster a collaborative, accountable, and high-performing team culture.
• Provide supportive supervision, technical backstopping, and capacity-building opportunities for team members.

• Serve as Jhpiego’s focal point for engagement with state government departments (NHM, Directorate of Family Welfare, SIFPSA), professional associations (e.g., FOGSI), and other development partners.
• Build and maintain effective working relationships with government officials, private sector stakeholders, and partner organizations.
• Represent Jhpiego at state and national-level meetings, technical working groups, and policy forums.

• Oversee planning and execution of key program activities, including trainings, workshops, supportive supervision visits, and review meetings.
• Coordinate with operations, finance, and procurement teams to ensure smooth and compliant program implementation.
• Monitor field activities, troubleshoot implementation bottlenecks, and provide timely solutions.

• Ensure timely collection, analysis, and reporting of program data in coordination with the M&E team.
• Prepare high-quality donor reports, presentations, case studies, and documentation of best practices and lessons learned.
• Track program progress against agreed deliverables and timelines, ensuring accountability to both government and donors.

• Contribute to organizational strategy, new business development, and proposal writing as required.
• Ensure compliance with Jhpiego and donor policies, guidelines, and standards.
• Perform other responsibilities as assigned by the supervisor to achieve program and organizational goals.

Other Duties

• Take responsibility for issue resolution or escalation as required, minimizing disruption to program operations.
• Perform additional responsibilities assigned by the supervisor.

Required Qualifications

• MBBS, MD, MSc Nursing with MPH
• More than 8 years of experience particularly in the area of RMNCH programs, at least 2-3 years of experience at state level position with supervisory role

• Proven ability to build trusted relationships with NHM, Directorate of Family Welfare, medical health, training, medical colleges, professional bodies, and development partners.
• Confidence in representing the organization at high-level meetings, technical working groups, and policy forums.
