The Division of Administration/Office of State Procurement has a vacancy. This job title has an assigned pay grade of AS-620.

OSP Agency Mission: The Office of State Procurement serves as the centralized purchasing and contracting agency of the State of Louisiana, establishing competitive, cost- effective contracts for goods and services in full compliance with the law, and facilitating access to those contracts by State agencies and political subdivisions, equipping them to effectively serve the needs of the people of Louisiana.

State Procurement Supervisors are responsible for: • Managing a team of State Procurement Analysts by providing training, assigning work, and evaluating same. • Ensuring excellent customer service is provided by State Procurement Analysts to vendors and user agencies. • Organizing the work activities of employees engaged in all State central purchasing functions and providing subject matter expertise to State Procurement Analysts, vendors and user agencies as needed. • Implementing policy and procedural changes and ensuring that State Procurement Analysts are informed of and adhering to all changes. • Confers and conducts meetings regularly with State Procurement Analysts to evaluate performance and address any issues that arise with vendors and user agencies. • Assisting the State Procurement Analysts, vendors, and user agencies in the resolution of problems; keeps the State Procurement Manager apprised of any issues that require a more substantial approach to resolution.

The Division of Administration is the state government’s management arm and the hub of its financial operations. Division offices perform a wide variety of activities, including the following:

  • Overseeing the state’s capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Examples of duties

Six years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

Six years of full-time work experience in any field plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

A bachelor’s degree plus three years of experience in procurement, contracts or grants management, financial management, accounting, or auditing; OR

An advanced degree plus two years of experience in procurement, contracts or grants management, financial management, accounting, or auditing.

EXPERIENCE SUBSTITUTION:

Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Designation as a Certified Professional Public Buyer (CPPB), a Certified Public Procurement Officer (CPPO), or a National Institute of Governmental Purchasing Certified Procurement Professional (NIGP-CPP) will substitute for a maximum of one year of the required experience.

Job Duties:

  • Plans, organizes, directs, and controls the work activities of employees engaged in State procurement functions.
  • Manages a team of State Procurement Analysts by providing training, assigning work, monitoring performance, and giving feedback.
  • Develops team personnel through initial and periodic instruction on content, processes, and systems, and coaching on areas of growth and improvement.
  • Provides training opportunities to personnel at OSP, other agencies, contract-holders, and other vendors.
  • Develops and maintains updated training material and resources for use during initial onboarding training and as a desk reference for personnel.
  • Meets with internal and external stakeholders to provide regulatory oversight by explaining and interpreting the State's procurement laws, rules, regulations, and procedures.
  • Represents the State Procurement Director, Deputy Director, Assistant Director, Manager, or personnel under their supervision at meetings in their absence.
  • Distributes task assignments and responsibilities among team personnel fairly and efficiently.
  • Ensures that all personnel have a designated, functional backup to provide assistance in their absence.
  • Verifies completeness and appropriateness of procurement documents and processes. Resolves apparent ambiguities in routed files before approving.
  • Provides subject matter expertise and assistance to internal and external stakeholders as needed.
  • Demonstrates mastery and the ability to assist with fundamental procurement processes, including requisitions, specifications, quotations, and bids.
  • Demonstrates mastery and the ability to assist with complex and specialized systems and processes such as the use of the SAP LaGov eProcurement system, ProAct, and higher-order functions of the Microsoft Office Suite.
  • Represents OSP in the resolution of problems, determining recourse where possible, and making recommendations to accomplish productive resolution.
  • All other duties as assigned.

Position-Specific Details:

Appointment Type: This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.

This position also has a retention pay of $1.00 per hour for each hour worked.
