Parsons is looking for an amazingly talented Stakeholder Manager (Saudi National) to join our team!

As part of the PMO team you will manage and support all stakeholder related works under the guidance of the client Team Leader. You will manage a small team of Stakeholder Engineers and coordinate with the Roads Program team to ensure effective coordination with all stakeholders to obtain any necessary agreements and approvals.

What You'll Be Doing:

  • Responsible for coordinating, managing and liaising with all Stakeholders, Authorities, Consultants and Contractors
  • Arranging meetings and workshops, preparing presentations and minutes of meetings
  • Review of all related document submissions to Authorities, following up ongoing submissions and providing feedback to the team for actions required
  • Documenting and tracking all incoming and outgoing submissions and correspondence.
  • The work will also require administration of the handover process of the Utilities and Infrastructure Contracts with the relevant Authorities and Stakeholders, including documentation, meetings, inspections, coordination and approvals.
  • Preparation of reports, manuals and guideline documents pertaining to specific handover and stakeholder issues as required by the client.
  • Provide support to the Roads Program team and as a client representative to oversee the handover process of contracts
  • Attend weekly / monthly meetings as necessary for all types of projects, minute, keep track and record all required actions from all Stakeholders and follow up on the progress as required
  • Liaise with Key Stakeholders and Authorities to ensure a smooth handover of assets on completion of works
  • Provide handover and stakeholders input to weekly / monthly reports
  • Inform the Team Leader of any potential delays in the project completion or milestones
  • Provide support for the implementation of the PMP and PQP plans with respect to Internal and External Stakeholders ensuring they are made fully aware of all necessary information, and to ensure alignment of all related systems and that processes are integrated.
  • To facilitate structured communication between workstreams, client RCRC departments and external stakeholders.
  • Responsible for defining each stakeholder group’s needs and for developing relevant communication and engagement initiatives.
  • Responsible for the coordination of w/shops, coordination meetings (online, face-to-face), working groups and committee meetings – with all meetings recorded (minutes-of-mtgs).
  • Manage and help organize focus groups needed for the Roads Program and its stakeholders.
  • Develop the RACI Matrix for all stakeholders – Internal & External
  • Provide senior management with support to guide and enhance the stakeholder understanding for new processes and technologies for the program

What Required Skills You'll Bring:

  • Minimum 12 years experience, within Infrastructure
  • Bachelor’s Degree in Engineering from an accredited university
  • Registered with the Saudi Council of Engineers.
  • Project Management qualification
  • Strong interpersonal and communication skills, fluent in both oral and written English with excellent capabilities in report writing and presentations.
  • Excellent judgment, assertiveness and diplomatic skills
  • Demonstrated ability in managing conflict in high-pressure situations
  • Experience of managing and mentoring team members, performance & taking the lead on a major program
  • Proven experience working to tight deadlines within a changing environment
  • High attention to detail and eye for excellence
  • Ability to work without excessive supervision
  • Professional level in using MS Office Suite

  • Technical/Engineering background
  • Prior senior stakeholder engagement on major highways programs with multiple and diverse internal & external stakeholders, e.g. Ministry of Transport, Saudi Energy, NWC, Amanah, Green Riyadh, Riyadh Bus, Traffic Police and others.
  • Highly developed interpersonal skills, such as high competency in listening and communicating
  • Problem-solving.
  • A positive attitude that focuses on improving teamwork and co-operation at all times
