Parsons is seeking a Stakeholder Manager to support the end-to-end delivery of a large-scale Geospatial Digital Twin programme for a major national infrastructure owner in the Middle East. This multi-year initiative will design, build, and operationalize an Operational Digital Twin platform that integrates geospatial data, real-time IoT/SCADA feeds, asset information, and core enterprise systems to enable data-driven planning, operations, and maintenance. The role will work closely with the Product Manager, Project Management team, and a group of international experts, domain specialists, and engineers.
The scope spans discovery and stakeholder engagement, use-case and requirements definition, proof-of-concept delivery, implementation of a production-grade environment, post-implementation support, and structured training and adoption. The Stakeholder Manager will help plan and coordinate stakeholder engagement activities, support alignment across multiple internal and external parties, contribute to communications and change activities, and assist in ensuring that expectations, decisions, and issues are effectively managed throughout the programme lifecycle.
What You’ll Be Doing
Support the Product Manager and Project Management team in mapping and maintaining the stakeholder landscape for the Operational Digital Twin, including client departments, external agencies, and delivery partners.
Assist in planning and coordinating stakeholder engagement activities (e.g., workshops, interviews, steering committees, working groups), and in preparing agendas, materials, and records of discussion and decisions.
Help track stakeholder requirements, expectations, and concerns, and support their translation into use cases, requirements, risks, and actions in collaboration with the wider delivery team.
Support the preparation and delivery of programme communications (presentations, briefing notes, status updates) tailored to different stakeholder groups, ensuring consistent messages and agreed positioning.
Assist in coordinating change-related activities with relevant stakeholders, including identifying change impacts, supporting training and awareness sessions, and tracking feedback and adoption issues.
Help maintain stakeholder registers, communication plans, and decision logs, and support timely escalation and resolution of stakeholder-related risks and issues.
What Required Skills You’ll Bring
Degree in business, communications, engineering, urban planning, or a related discipline from an accredited institution.
Experience supporting stakeholder engagement, communications, or change-management activities on large-scale digital, infrastructure, or public-sector programmes.
Working knowledge of techniques for stakeholder identification, analysis, and engagement, with experience facilitating or supporting workshops and meetings with diverse groups.
Basic understanding of how digital or data platforms (e.g., GIS, asset management, ERP, or similar systems) are used by different functions and stakeholder groups.
Experience working within multidisciplinary, multinational teams across multiple time zones.
Strong organisational, coordination, and follow-up skills, with some experience in structured project or delivery environments (e.g., PMI, PRINCE2, Agile/Hybrid).
Excellent presentation, communication, and documentation skills, with the ability to adapt style and level of detail to different audiences.
Fluency in spoken and written English and Arabic languages.
What Desired Skills You’ll Bring
Prior work with national infrastructure owners, transport authorities, utilities, or public works organisations.
Experience supporting stakeholder engagement and change for Digital Twin, smart city, or data/analytics programmes.
Experience dealing with senior public-sector stakeholders, boards, or steering committees, including preparation of briefing packs and decision-support materials.
