Responsibilities

Job Summary: This position is primarily responsible for managing the high-volume flow of candidates through the full lifecycle of the recruitment process for hourly operational support roles. The Staffing Director oversees job postings, candidate sourcing, application screening, and interview coordination, while building strong partnerships with hiring managers and facility HR/HCM teams to execute effective recruiting strategies in alignment with HHS policies and procedures. In addition to recruitment responsibilities, this role manages account-level financial processes for assigned accounts, including invoicing, payment tracking, and coordination with internal payroll and finance teams to ensure accurate and timely billing. The Staffing Director interacts with all levels of the organization across multiple departments to support recruiting, onboarding, and financial operations for temporary hourly and management-level positions.

QUALIFICATIONS

  • At least two-to-three years of prior management experience in a staffing environment as a branch manager or in a similar role is required
  • Equivalent work experience plus a minimum of 1+ years working in a recruiting or human resource department specializing in onboarding or HRIS
  • Experience in recruiting, hiring, and staffing required
  • Bilingual (English/Spanish) preferred
  • Associate's or bachelor's degree preferred
  • Staffing experience in a temporary labor market
  • In-depth knowledge of business products and value propositions
  • Excellent written and verbal communication skills with all levels within the organization, both in writing and in person
  • Phone and computer (including email) etiquette
  • Proficiency in all Microsoft Office programs (e.g., Word, Excel, PowerPoint)
  • Self-motivated and driven to succeed
  • Demonstrated problem-solving skills
  • Attention to detail with a “can-do” attitude
  • Ability to anticipate leadership’s needs; taking initiative to reach milestones on goals

JOB DUTIES & STANDARDS OF PERFORMANCE

Recruiting & Talent Acquisition

  • Source, recruit, and screen active and passive candidates through job postings, resume searches, job boards, social media, networking, walk-ins, job fairs, and other sourcing methods to build and maintain a strong talent pipeline.
  • Create, post, and manage open requisitions across internal systems, external job boards, and social media platforms.
  • Monitor candidates throughout the full recruitment lifecycle to ensure alignment with job requirements and client or facility expectations.

Candidate Experience & Employee Support

  • Serve as the primary point of contact for candidates and hourly employees throughout recruiting, onboarding, employment, and offboarding.
  • Lead, guide, and support temporary staff while ensuring a positive candidate and new-hire experience.
  • Manage candidate expectations, engagement, and communication throughout the hiring and assignment lifecycle.
  • Provide ongoing support to hourly team members during active assignments.

Onboarding, Compliance & Employment Administration

  • Facilitate, track, and monitor onboarding processes to reduce time-to-hire while maintaining accurate records in ATS and HRIS systems.
  • Manage and monitor pre-employment screening requirements, including background checks, drug screens, skills testing, employment verification, and account-specific requirements.
  • Ensure compliance with state and federal employment laws, I-9 requirements, client operational standards, and HHS policies and procedures.
  • Track onboarding, training, and compliance requirements for assigned team members.
  • Submit help tickets for employment changes, including transfers, promotions, and terminations.
  • Handle employee offboarding and termination documentation as required.
  • Complete assigned unemployment claims.

Payroll, Billing & Invoicing

  • Process payroll for assigned team members accurately and timely.
  • Serve as the primary point of contact for billing and invoicing matters for assigned accounts.
  • Manage accounts payable and invoicing processes, ensuring accuracy, timeliness, and compliance with contract terms.
  • Monitor outstanding invoices, track payment status, and follow up on past-due balances.
  • Reconcile invoicing discrepancies by coordinating with clients, payroll, operations, and internal finance teams.
  • Communicate invoice status, payment issues, and account balances to internal stakeholders and operational leadership.

Client & Stakeholder Management

  • Conduct regular client check-ins to ensure satisfaction with recruitment services and staffing support.
  • Collaborate with clients to align on job descriptions, candidate profiles, hiring expectations, and staffing priorities.
  • Maintain consistent communication with directors, operational vice presidents, TMR, and location managers regarding hiring status, onboarding progress, and issue resolution.
  • Serve as the direct point of contact with TMR as the hiring manager for updates, escalations, and compliance coordination.
  • Attend weekly operations meetings to identify current and future staffing needs.

Reporting, Metrics & Continuous Improvement

  • Maintain accurate and up-to-date records of recruitment activity, client interactions, and account progress.
  • Monitor and analyze recruiting and onboarding metrics to track performance and identify opportunities for improvement.
  • Partner with cross-functional teams, including HR, hiring managers, and business leaders, to align recruiting efforts with organizational goals.

  • Remain organized, proactive, compliant, and reliable with consistent follow-through.
  • Perform additional administrative or operational duties as assigned by leadership.
