The NC Department of Military & Veterans Affairs is tasked with 23 specific functions that involve working with federal, state, local, regional and industry partners to support activities at North Carolina military installations and improve economic outcomes and the quality of life for our military and veteran communities.

This position is established to direct, administer, and coordinate regional training, continuing education, management and organizational development within the assigned responsibilities of the North Carolina Department of Military and Veterans Affairs. This position is responsible for the oversight of the state training requirements for State Veterans Service Officers, Administrative Staff, County Veterans Service Officers and Veteran Service Officers with external NC Veterans Service Organizations that practice claims and benefits processing within North Carolina. Additional responsibilities include problem area identification, plan for solving problems, resource development, regional training and mentoring. This position coordinates closely with the US Department of Veterans Affairs entities, the National Veterans Legal Services Program, and National Veterans Service Organizations to ensure the accuracy and currency of training materials and information. This position is responsible for ensuring the monitoring and recording of continued education credits reporting monthly to the Director of Veteran Services from State and County Veterans Service Offices. In the dynamic field of Learning & Development, the role of a Training Officer is pivotal in ensuring the successful transfer of knowledge and skills within an organization. This position plays a critical role in cultivating a culture of continuous learning, development, and growth. By equipping County Veterans Service Officers and State Veterans Service Officers with the necessary tools and techniques, the Training Officer role directly impacts employee performance, engagement, and overall NCDMVA success.Additionally, the United States Department of Veterans Affairs requires that any Veterans Service Officer that wishes to access the Veterans Benefits Management System (VBMS) is required to be accredited.In North Carolina, the accreditation agency established by the USDVA is the NC Department of Military and Veterans Affairs.

Knowledge,SkillsandAbilities/ Competencies

  • Documented experience administering a E-Learning management system.
  • Two years of Documented experience as a Veterans Services Officer or a public services counselor.
  • Documented experience presenting information to executive leadership.
  • Documented experience understanding State and federal regulation.

Bachelor's degree from an appropriately accredited institution and one year of experience in a progressive training or teaching role or one year of experience in a human service, counseling, or training program in the subject matter specified; or an equivalent combination of education and experience.
