The Green Mountain Care Board is an independent, five-member board that seeks to improve the health of Vermonters through a high-quality, accessible, and sustainable health care system. The Board's duties and responsibilities can be found on its website This Staff Attorney position reports to the Board's General Counsel.

Staff Attorneys are responsible for providing legal analysis and recommendations to the Board and its staff relating to health care regulation and reform, including health insurance rate review, hospital budget review, certificate of need review, accountable care organization (ACO) certification and budget review, data management and release, and health care payment and delivery system reform initiatives. This position will primarily focus on supporting the Board's hospital budget review and ACO certification and budget review programs. Work includes but is not limited to drafting legal opinions, drafting and filing administrative rules, drafting and reviewing contracts, assisting with the legislative process, presenting at public Board meetings, and participating in the development of public policy.

Environmental Factors

This is a full-time, exempt position. Salary and benefits will be based upon qualifications and experience in accordance with the State of Vermont Attorney Pay Plan

Minimum Qualifications

The successful candidate must be a member in good standing of the Vermont bar, or eligible for admission.
