Job purpose
This position requires to support and assist Security, Safety and Resilience Department by providing administrative and operational security support to WVI-A National Office in Herat and on need basis to other operational areas remotely. In addition, the job holder is required to support SSR with information analysis, administration, security and fleet documentation, record of services, as well as help SSR team in all security matters that are related to female staff safety and security including ensuring all our female colleagues are Light360, and SAINT certified including completion of Mahrams’ document in the tracking sheet.
Routine Activities
Submission of Herat and Badghis Security Guards including Drivers LDR in WD
Raise and receive PRs for SSR related activities
Prepare the SSR petty cash documents timely and ensure all required stuff are available in the course of necessity
Prepare overtime, per diem, and leave forms for security guards and drivers
Prepare, print and issue ID cards for regular, stipend and daily staff
Support female staff during emergencies to administer First Aid
Prepare schedule for the security guards and report their working hours to HR for timesheet preparation
Regularly update and review access lists to ensure up-to-date authorization for employees, contractors, and visitors with the gate
Assisting SSR in drafting Monthly Security Management Report (MSMR) and Access Constraints
Keep track and ensure regular updates of Communication Tree
Keep the track of all security guards and drivers to use their leaves timely and efficiently to maintain work-life balance
Orient newly joined female staff on SSR policies and approaches and complete their Mahram documents
Track vehicles movement across the board virtually and support whenever needed
Timely recording and reporting security incidents to SSR Manager and upon request to IIM
Monitor and regularly inspect security equipment, such as surveillance cameras, alarms, and access control systems
Assist and support SSR with organizing and delivery of security and fleet safety training to staff esp. for female staff
Support basic security training for security guards and drivers with SSR Manager and Fleet Assistant
Fleet Management
Support the fleet assistant in providing transportation service for staff based on movement plans
Document the maintenance of World Vision vehicles, generators and motorcycles, ensuring that all are in good working conditions
Ensure that all drivers received appropriate driving training and perform their responsibilities according to WV standard
Ensure that all drivers have valid driving licenses and they copies are filed
Follow up the fleet related documents with procurement and finance departments timely
Work closely with SSR assistant to generate reports on fuel usage, car wash, car repair, and related stuff to the fleet function
Support basic security training for security guards and drivers with SSR Manager and Fleet Assistant
Documentation and Practicing Policies
Track that all vehicles and drivers’ licenses are updated
Maintain and review the SSR assets list country-wide
Document all occupational safe room and fire drills conducted in Herat and zonal offices
Tag, mark, and arrange fleet filing system in the designated shelves and cabinets
Quarterly prepare Herat National Office security checklist, and collect from other zonal offices as part of documentation
Log the IIM and international visitors Security Briefing in Box Folder
Maintain the log sheet of training across the board
Monitor that all staff members are aware about SSR policies and procedures and they are abiding by them
Ensure that drivers and security guards are fully aligned with SSR and organizational procedures
Other
Any other duties as tasked by the SSR Manager
Adhere to WV Child and Adult Safeguarding policy and standards.
To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan under the context of ( please add functional area or project) interventions.
Required Professional Experience
Familiar with security, safety and resilience industry
Minimum half and year experience in the field of security, safety and resilience
Being familiar with fleet assets and management
Required Education, training, license, registration, and certification
High School Graduate
Valid Security Training
Preferred Knowledge and Qualifications
Ability to work in a cross-cultural and multi-religious environment with multi-national staff
Ability to prioritize work in relation to need and urgency
Thorough knowledge of the geographical context
Should have outstanding attention to details
Thorough knowledge of VHF/UHF usage
Ability to work with computer
Maintain a high standard of personal appearance
Academic degree in security industry
Should have leadership and management skills and capacity
Understand humanitarian context and humanitarian principles particularly in the field of security and access
Should be committed to World Vision core values and goals
Light360 certified
SAINT certified
Stay safe L1 and L2 Personal and Volunteer Security in Emergencies from IFRC (International Federation of Red Cross and Red Crescent Societies
Travel and/or Work Environment Requirement
Able to work in a cross-cultural environment with multi-national and international staff. Some travel to other provinces is required.
