SSOW Planner - Coatbridge, Scotland
Duties:
The Safe System of Work Planner is responsible for creating the Safe Work Pack in accordance with the requirements of Responsible Manager, the planner shall draft a proposed SWP in accordance with NR/L2/OHS/019 applying the principles of the hierarchy of control.
The role of Safe System of Work Planner is key to ensuring project works are adequately planned and coordinated, ensuring compliance with the PDSW standards during the planning phase applying the principles of the hierarchy of control and complying with Rule Book modules.
Main Duties: - Make provision for compliance with the following PDSW, access planning documents during the planning phase: -
- NR/L2/OHS/O19 - Planning and delivering safe work – Safety of people at work on or near the line.
- NR/L3/OHS/O19-IP - Planning and delivering safe work - Implementation principles for infrastructure Projects.
- Compliance with relevant Rule Book modules.
- Creating the SWP, providing information on how work is to be carried out safely and gives details on how to manage and control task (activity), site and operational risks. It enables effective management and implementation of controls for the safety of people involved in, or who might be affected by the work activities on or near the line, or which might affect the line.
- Production of the SWP requires collaboration between the responsible manager, planner, the person in charge and persons with any necessary technical expertise and familiarity with the location, tasks and risks involved.
- The Responsible Manager shall supply planner with any relevant information or documents required to produce the SWP ie:
- The Sectional Appendix
- The National Hazard Directory
- Signaling diagrams
- Task Risk Control Sheets (TRCS)/Work Activity Risk Assessments (WARA)/risk assessments/WPP/TBSs
- Other relevant information (e.g. location of local A&E)
- The planner shall issue the SWP’s to the COSS/PIC at least a shift in advance of the works for verification and record accordingly.
- The planner shall check all completed and implemented SWPs that are returned to them. Any errors or changes shall be corrected before the SWP is reissued for future work. All incorrect plans shall be withdrawn from use.
- Measure outputs and audit feedback to support continuous improvement.
- Assist with internal and external audits.
- Complete site walkouts for site familiarity (record details) and produce and distribute SWP’s in conjunction with the latest Network Rail legislation.
Role will require a staged approach to the following as part of the upskilling and assistance to the Possession Planners.
- Make provision for compliance with the following PDSW, access planning documents during the planning phase:
- NR/L2/OHS/O19 - Planning and delivering safe work – Safety of people at work on or near the line.
- NWR Possession Planning System (PPS).
- NWR Engineering Access Statement (Rules of the of Route).
- NWR Railhub.
- Responsible for ensuring worksites and line blocks are compliant with PPS and suitable for the works.
- Communicate on a regular basis with SSOW Planners and Responsible Managers the planned worksite/possessions and any late changes that may affect the planned works.
- Coordinate with Responsible Managers to ensure all aspects of works are covered.
- Coordinate with 25kv Isolation Planners to ensure Isolation limits are incorporated in planned worksite/possessions (if required).
- Record all aspects of possession planning/Line blocks booked and ensure adequate provision, review, audit and improvement as required.
- Communicate on a regular basis with Network Rail planning departments to ensure compliance with new regulations.
- Assist with internal and external audits.
The person:
- Minimum 2 years’ experience within the rail industry.
- Basic IT skills
- Willingness to travel and to learn and open minded for new technologies
- The ability to work effectively as part of a team and support as required
- Excellent communication skills, both written and verbal.
- Excellent interpersonal skills.
- Ability to travel to different locations as and when required.
- Ability to plan and forecast future requirements.
- Conversant with Railway Legislations.
- Write Access to PPS.
- Write Access to Railhub.
