Job Description

Under the general supervision of the Section Manager, the Senior Specialist is responsible for analyzing and coordinating Department activities and processes including procurement efforts, invoice and receipting administration, updating policy and procedures, overseeing the Departments compliance communication program, providing general support. Additional duties include interaction and coordination with multi-functional project teams and other Departments.

This position does not provide employment pursuant to the terms of a STEM OPT Training Plan.

Core Responsibilities

  • Facilitates the implementation of the companys Environmental Health Safety & Quality (EHS&Q) Planning Process as defined and overseen by the EH&S Subject Matter Experts, primarily for major capital construction projects.
  • Serves as liaison between Supply Chain and EHS&Q on procurement efforts while ensuring coordination and communication across teams.
  • Tracks environmental and safety service provider performance, contract limits, unit-price usage, and expiration dates, and coordinates corrective actions with suppliers and subject matter experts to ensure contractor deficiencies are addressed, documented, and resolved in a timely manner.
  • Develops and maintains spreadsheets, dashboards, and reports related to costs, vendors, project status, and performance metrics.
  • Supports organizational staff in the preparation and submission of requisitions for BPAs, CPAs, spot buys, and P-Card purchases, and maintains tracking of requisition status including approvals, purchasing issues, and bid questions.
  • Attends field visits, field walks, and pre-award meetings, and coordinates bid packages, schedule review meetings, and technical evaluations with appropriate subject matter experts.
  • Ensures invoice verification processes are consistent with CM-1 (Construction Administration Manual) and departmental best practices, and processes receipts in accordance with vendor contracts and company policies and procedures.
  • Oversees the review, accurate entry, and timely submission of departmental GOIs and provides support for the resolution of payment discrepancies.
  • Compiles, audits, documents, and submits monthly departmental accruals for contractor work, and reviews and processes transfers and corrections with proper documentation and authorization.
  • Administers P-Card purchases in compliance with company policies, ensuring proper documentation and submission for approval of all transactions.
  • Develops technical solutions and automated processes for departmental work functions and supports the development of SharePoint workflows and processes.
  • Prepares briefings, summaries, dashboards, and presentations for management, and provides administrative support including Oracle invoice routing, reporting, and training coordination, along with additional duties as assigned.

Required Education/Experience

  • Bachelor's Degree and 3 years of related work experience or
  • Associate's Degree and 5 years of related work experience

Relevant Work Experience

  • Must have excellent written, verbal and telephone communication skills and be able to deal tactfully and effectively with all levels of the organization, as well as customers and outside vendors, required.
  • Must have strong decision-making, organizational, presentation and interpersonal skills, required.
  • Computer literacy with proficiency in Microsoft Outlook, Word, Excel and PowerPoint, required.
  • Must be well organized, detail oriented, flexible to handle multiple assignments and able to meet deadlines, required.
  • Must be able to exercise independent judgment and have excellent presentation skills, required.
  • Related work experience in project management, engineering, accounting or finance, preferred.
  • Knowledge of project budgeting, scheduling, work management systems, accounting systems, Oracle, strongly preferred.
  • Experience with Visio, SharePoint, MS Project, preferred.

  • Sit or stand to use a keyboard, mouse, and computer for the duration of the workday
  • Stand to use/operate office equipment for the duration of the workday

Additional Physical Demands

  • The selected candidate will be assigned a System Emergency Assignment (i.e., an emergency response role) and will be expected to work non-business hours during emergencies, which may include nights, weekends, and holidays.
  • Must be able and willing to travel within Company service territory, as needed.
