Our Optical Communications segment has recently evolved from being a manufacturer of optical fiber and cable, hardware and equipment to being a comprehensive provider of industry-leading optical solutions across the broader communications industry.This segment is classified into two main product groupings – carrier network and enterprise network. The carrier network product group consists primarily of products and solutions for optical-based communications infrastructure for services such as video, data and voice communications. The enterprise network product group consists primarily of optical-based communication networks sold to businesses, governments and individuals for their own use.
Responsible for assured supply of materials, equipment and services, (on time, best price, high quality) in addition to competitive costs, minimizing inventories while ensuring optimum materials utilization, and supplier performance.
• Develop and execute GSM sourcing strategies for assigned indirect spend categories supporting plant operations and business needs.
• Lead commercial activities including supplier selection, RFQ/RFP, price negotiation, decision analysis, contract negotiation, and cost reduction initiatives.
• Manage indirect sourcing categories such as labor outsourcing, MRO, facilities, logistics, services, utilities, office and site-related spend, as applicable.
• Drive supplier performance in the areas of cost, quality, service, responsiveness, compliance, and continuity of support.
• Partner with cross-functional teams including operations, engineering, facilities, EHS, HR, finance, and legal to support plant requirements and business priorities.
• Identify and mitigate sourcing risks, including supplier dependency, service gaps, inflation pressure, compliance concerns, and business continuity risks.
• Build and maintain strong supplier relationships while ensuring alignment with Corning GSM objectives, policies, and governance requirements.
• Monitor market intelligence and supplier trends for assigned categories, including cost drivers, labor market conditions, and service capacity.
• Ensure sourcing decisions and supplier management activities are aligned with business priorities, plant operational requirements, and GSM governance.
• Support working capital and cash improvement initiatives, including payment term extension and contract optimization where appropriate.
• Bachelor’s degree.
• 5–7 years of procurement / supply management experience, with strong experience in indirect sourcing.
• Solid experience in plant-related indirect categories is required, such as labor outsourcing, MRO, facilities, services, logistics, utilities, or similar categories.
• Experience supporting manufacturing operations in a fast-paced environment.
• Strong negotiation, supplier management, and commercial acumen.
• Experience in contract management and service supplier management.
• Ability to work effectively in a cross-functional and matrix organization.
• Strong communication skills in both English and Chinese.
• Experience in indirect sourcing within a manufacturing or industrial environment.
• Experience supporting plant start-up, expansion, or rapid business growth.
• Experience with supplier qualification, supplier consolidation, and sourcing risk mitigation.
• Experience working with APAC suppliers and manufacturing sites.
• Experience in MF2000, SAP, or other ERP systems.
• Knowledge of sourcing governance, compliance, and working capital improvement.
