About the Role

The Sr. Proposal Writer leads the planning, development, and writing of high-quality, compliant proposals that support the organization’s growth objectives. This role collaborates with cross-functional teams to translate technical and operational input into clear, compelling content. The position also leverages AI-enabled tools and the Shipley model to improve efficiency, consistency, and overall proposal quality while managing multiple projects under tight deadlines.

Core Responsibilities

Proposal Lifecycle Management

· Oversee the entire proposal process, including RFI, question submissions, initial draft RFP analysis final submission.

· Develop compliant proposal outlines, schedules, compliance matrices, and management plans, ensuring strict adherence to all deadlines and solicitation requirements.

· Lead day-to-day proposal management activities, including creation of work plans, action items, and version control for all proposal artifacts.

· Coordinate with functional departments such as Business Development, Operations, Medical, Behavioral Health, Contracts, Human Resources, Legal, Finance, Recruiting, and Procurement to leverage existing content when applicable and to gather additional critical information and ensure timely proposal completion.

· Monitor government communications, amendments, and Q&A, and assess their impact on proposal content and compliance.

· Prepare and submit all required documentation, including staffing plans, resumes, past performance references, and management plans.

Content Development and Quality Control

· Write, edit, and proofread all proposal narratives and technical sections, ensuring clarity, accuracy, and compliance with submission guidelines.

· Develop, update, and enhance proposal templates, incorporating feedback and evolving requirements from leadership and subject matter experts.

· Provide overall quality assurance, including formatting, color correction, completeness, and compliance checks before printing and delivery.

· Coordinate graphics development and work with designers to translate complex concepts into informative visuals.

· Review and adjudicate edits from editors, ensuring final documents meet the highest standards.

Collaboration and Communication

  • Manage internal and external communications, including government correspondence and submission of questions through Contracts.
  • Facilitate meetings, kick-offs, and ongoing updates to keep all stakeholders informed and engaged throughout the proposal process.

Requirements

Qualifications

  • Bachelor’s degree required; however, substantial and relevant work experience may substitute for educational requirements.
  • At least 10 years of continuous federal government proposal management experience handling large, strategic opportunities at the corporate level.
  • Extensive knowledge and practical application of the Shipley methodology, including best practices for proposal planning, development, and review to maximize win probability.
  • Comprehensive understanding of federal procurement processes, including compliance with all sections of government RFPs, RFP analysis, proposal outline and schedule creation, and coordination of proposal teams and deliverables.
  • Demonstrated expertise in utilizing AI-driven platforms and technologies to streamline proposal development, enhance content accuracy, facilitate team collaboration, and improve overall efficiency.
  • Proven ability to write, edit, and produce high-quality proposal content under tight deadlines, with strong attention to detail and accuracy.
  • Exceptional verbal and written communication skills, facilitation, presentation, and leadership abilities.
  • Strong organizational and time management skills, with the flexibility to manage multiple assignments and shifting priorities within compressed timeframes.
  • Proficiency in Microsoft Office (Word, Excel, PowerPoint), graphics and desktop publishing software, as well as proposal collaboration tools such as Teams, SharePoint, and emerging AI-powered solutions.
  • Ability to interface with all levels of staff and senior executives, and to coordinate across departments.
  • Energetic, optimistic, and willing to work extended hours to meet changing needs and delivery schedules.
