Job Description

Individual is responsible for overall program governance, working closely with the General Program Manager (BGDM) to drive day-to-day program execution. The role supports executive-level reporting by providing clear project status updates, highlighting key risks, critical milestones, strategic priorities, and KPI performance to ensure delivery within schedule, budget, and quality objectives.

This position is responsible for collecting, analyzing, and consolidating critical program data to support timely preventive and corrective actions, enabling effective decision-making and continuous program improvement.

The Program Office Manager also contributes to overall program success by ensuring high levels of customer satisfaction, achieving financial targets, maintaining health and safety compliance, and driving operational service delivery excellence.

  • Program Governance & Compliance: Ensure program execution aligns with governance standards, Nokia MoO, PM@Nokia methodology, and organizational guidelines.
  • Program Planning & Execution Support: Partner with the General Program Manager (BGDM) to drive day-to-day operations, delivery milestones, and successful program execution.
  • Stakeholder & Customer Management: Maintain proactive communication with customers and stakeholders, ensuring alignment, satisfaction, and identification of growth opportunities.
  • Performance Monitoring & Reporting: Track KPIs, program progress, risks, financial performance, and provide regular executive updates to support informed decision-making.
  • Financial & Risk Management: Monitor budget, scope, profitability, and risk exposure while driving corrective actions to protect margins and improve program outcomes.
  • Operational Excellence & Service Delivery: Ensure effective delivery of operational services, process adherence, seamless phase transitions (Sell-to-Execute and Delivery-to-Care), and continuous improvement through lessons learned.
  • Documentation, Information Security & Process Management: Manage program documentation, repositories, access controls, and ensure compliance with Nokia information security requirements.
  • Leadership & Cross-Functional Coordination: Lead project teams and collaborate across functions such as operations, supply chain, logistics, and network delivery to achieve program objectives and business goals.
  • Industry & Domain Experience: Minimum 15 years of experience in Optical Networks, preferably with strong exposure to Subsea Cable Systems and technologies.
  • Program & Project Leadership: Minimum 10 years of Program/Project Management experience leading large, complex customer delivery programs.
  • Subsea Project Expertise: Proven experience delivering subsea projects for global customers, carriers, consortiums, or enterprise clients.
  • Technical Knowledge: Strong understanding of the subsea domain, optical transport technologies, network deployment, and operational processes.
  • Customer-Facing Leadership: Demonstrated experience in customer-facing roles, such as Project Manager or Technical Manager, managing stakeholder relationships and customer expectations.
  • Governance, Risk & Financial Management: Expertise in program governance, budget management, financial reporting, risk mitigation, KPI tracking, and compliance with industry standards and methodologies.
  • Strategic Communication & Collaboration: Excellent communication, executive reporting, presentation, conflict resolution, and cross-functional collaboration skills to drive program success.
  • Qualifications & Compliance: Bachelor's degree in Engineering (B.Tech or equivalent) with PMP certification preferred; commitment to Nokia PM practices, Information Security (ISO 27001), Health & Safety, and continuous improvement principles.
