The Senior Project Controls Manager shall report to the Project Director / Project Head and serve as the PMC lead for project controls, planning, scheduling, cost management, resource planning, risk management, progress monitoring and performance reporting across the airport development programme.

The role shall be responsible for establishing and implementing project controls systems, governance frameworks and monitoring mechanisms to ensure timely delivery of the project within approved schedule, budget and resource constraints. The position shall provide strategic support to the Project Director through data-driven decision-making, predictive analytics, schedule forecasting, resource optimization, delay mitigation and performance management.

The Senior Project Controls Manager shall act as the central coordination point for project planning and reporting, ensuring effective integration of design, procurement, construction, testing and commissioning activities across all project packages while proactively identifying risks and recommending mitigation and recovery measures.

Key Responsibilities

Planning & Scheduling

  • Establish, maintain and monitor the Integrated Master Schedule covering all project packages and stakeholders.
  • Develop project planning standards, work breakdown structures, coding structures and scheduling protocols.
  • Review and validate contractor schedules, work programmes, resource deployment plans and recovery schedules.
  • Monitor critical path activities, float consumption, milestone achievement and schedule performance.
  • Identify potential delays, bottlenecks and programme risks and recommend mitigation, acceleration and recovery measures.
  • Undertake schedule impact assessments arising from design changes, variations, claims and implementation constraints.

Cost & Resource Management

  • Establish and manage project cost control, budget monitoring and forecasting systems.
  • Monitor project expenditure, commitments, cash flow forecasts and forecast-at-completion.
  • Review manpower deployment, productivity trends and resource utilization across all project packages.
  • Identify potential cost escalations, budget overruns, resource shortages and productivity risks and recommend corrective actions.
  • Support commercial teams in evaluating variations, claims, extension of time requests and change management impacts.

Performance Monitoring & Reporting

  • Establish project-wide monitoring, reporting and performance measurement systems.
  • Develop project dashboards, KPIs, management information systems and executive reporting tools.
  • Monitor progress against approved baselines and identify schedule, cost and resource variances.
  • Consolidate project performance data from all project packages and stakeholders.
  • Prepare weekly, monthly and executive-level reports highlighting key issues, trends, risks and recommendations.
  • Develop early warning systems and performance indicators to support proactive management intervention.

Risk Management & Forecasting

  • Develop and maintain project risk registers and risk monitoring systems.
  • Undertake schedule risk assessments, trend analysis, predictive forecasting and scenario modelling.
  • Identify programme, cost, resource, interface and implementation risks affecting project delivery.
  • Perform delay analysis, critical path reviews and impact assessments.
  • Develop mitigation, contingency and recovery strategies in coordination with Package Managers and Project Leadership.

Strategic Decision Support

  • Provide data-driven insights and analytical support to the Project Director for strategic decision-making.
  • Conduct scenario analysis and what-if assessments related to time, cost, resources and delivery strategies.
  • Identify opportunities for schedule compression, resource optimization and productivity enhancement.
  • Support prioritization of critical activities and decision-making on mitigation and recovery actions.
  • Drive adoption of digital project controls, automation and advanced analytics to improve project performance.

Governance & Project Controls Systems

  • Establish project controls procedures, workflows, reporting protocols and governance frameworks.
  • Ensure consistency, accuracy and quality of reporting across all project packages.
  • Coordinate closely with Design, Construction, Commercial and Testing & Commissioning teams to ensure integrated project controls.
  • Support steering committee meetings, project reviews and executive presentations.
  • Ensure compliance with contractual reporting obligations, Employer requirements and project governance standards.

Key Competencies

  • Proven leadership in project controls management for large and complex airport or infrastructure projects.
  • Strong expertise in integrated planning, scheduling, critical path management, cost control, forecasting and performance monitoring.
  • Comprehensive understanding of airport development programmes, project delivery lifecycle and multidisciplinary project interfaces.
  • Expertise in Primavera P6, MS Project, Power BI, BIM-enabled project controls, digital dashboards and project analytics platforms.
  • Strong capability in Earned Value Management (EVM), schedule forecasting, delay analysis, extension of time assessments and schedule recovery planning.
  • Experience in project analytics, scenario modelling, predictive forecasting, Monte Carlo analysis and advanced risk assessment.
  • Strong analytical, problem-solving and strategic decision-support capabilities.
  • Expertise in developing project monitoring frameworks, executive dashboards and performance reporting systems.
  • Excellent communication, presentation and stakeholder management skills.
  • Strong governance, coordination and multidisciplinary interface management capabilities.
  • Experience in digital innovation, automation, data analytics and data-driven project decision-making.
  • Demonstrated ability to identify emerging risks early, develop mitigation and recovery strategies, manage competing priorities and drive timely corrective actions.
  • Ability to perform effectively under demanding project schedules and support successful delivery of project objectives within programme, budget, quality, safety and resource constraints.

Qualifications

  • Bachelor's Degree in Engineering/Construction Management/Project Management or related discipline.
  • Master's Degree in Project Management/Construction Management/Business Administration or equivalent qualification preferred.
  • PMP, PMI-SP, Primavera P6 Professional or equivalent Project Controls certification preferred.
  • Overall 15 - 20 years of professional experience in project controls, planning, scheduling, cost management and project performance monitoring.
  • Minimum 10 years of experience in aviation projects involving airport terminal buildings, airside works, landside infrastructure, utilities and airport support facilities.
  • Demonstrated experience in managing project controls functions for complex infrastructure or large commercial projects of high magnitude.
  • Experience in PMC, EPC, Design-Build or Client-side project management environments.
  • Proven expertise in integrated schedule management, cost control, forecasting, resource management, delay analysis and performance measurement.
  • Experience in brownfield airport projects and multidisciplinary programme management shall be preferred.
  • Proficiency in Primavera P6, MS Project, Power BI, BIM-enabled project controls, project analytics and digital reporting platforms.
  • Experience in at least one Greenfield or Brownfield airport project of minimum 10 MPPA capacity involving terminal, airside or major airport infrastructure works preferred.
