Job Description

CVP is seeking a Sr. Program Analyst (4+ year) with direct experience in teleradiology program operations or federal healthcare organizational assessment. As the day-to-day engagement lead you will drive assessment activities across staffing, scope of services, budget and charge structure, technical team structure, and clinical quality management. The ideal candidate combines proven analytical expertise with direct knowledge of teleradiology program operations and VHA healthcare assessment methodology.

Responsibilities

  • Serve as primary point of contact and day-to-day engagement lead
  • Develop and submit Monthly Progress Reports covering task status, data collection activities, preliminary findings, risk register, and deviation trackingLead organization studies assessing current operational state across staffing, scope, financials, technical team structure, and quality management functions
  • Conduct gap analyses comparing current state against targeted future states across all task areas
  • Oversee data collection covering provider headcount and FTE distribution, hours coverage patterns, productivity benchmarking, contract and fee basis staff utilization, and hiring pipeline and attrition trends
  • Benchmark performance against industry peers across turnaround time standards, subspecialty availability, after-hours coverage models, and fee structures
  • Ensure cross-task integration so staffing, financial, technical, and quality management recommendations form a cohesive actionable framework
  • Perform quality assurance review of all deliverables before submission
  • Conduct and support stakeholder interviews and focus groups with program leadership and facility staff

Qualifications

  • Bachelor's degree in Healthcare Administration, Public Administration, Business, or related field
  • Ability to obtain Public Trust clearance - U.S. Citizenship required
  • 4+ years of experience in management analysis or organizational assessment
  • Experience supporting workforce planning for the VA or a comparable federal healthcare environment
  • Experience conducting current state evaluations, gap analyses, and findings development for federal healthcare programs

Desired Skills

  • Direct experience supporting teleradiology program assessment, radiology service line analysis, or teleradiology workforce planning
  • Working knowledge of teleradiology workforce frameworks including wRVU productivity standards, WHEN hours coverage models, and ACR staffing benchmark
  • Experience supporting VHA national clinical programs such as NTP or comparable specialty telehealth programs operating across multiple VISNs
  • Familiarity with VHA quality management frameworks including VHA Directive 1100.21, VHA Directive 1190, or Joint Commission teleradiology standards
  • Experience with healthcare charge structure benchmarking or VA financial management frameworks including OMB Circular A-123
  • PMP certification or equivalent
