POSITION CONCEPT

This is a technical communications engineering specialist position in support of implementing and commissioning communications devices providing SCADA input to the Energy Management System. The purpose of this function is to ensure a Smart, Integrated Protection and Control System which is safe to operate, reliable and as high a quality as economically feasible. Acts as Performance Coach for team of IBEW covered Energy System Electricians.

FOCUS AREAS

  • Working knowledge in all aspects of SCADA communications and devices.
  • Provides Supervision to team of IBEW covered Energy System Electricians
  • Provide Engineering support for operating departments during checkout and as required.
  • Provide interpretation of engineering design during the construction phase of project.
  • Obtain feedback from operating personnel during construction phase of project for improvement on subsequent designs

PRIMARY DUTIES AND RESPONSIBILITIES

  1. Supports EMS /ADMS /grid operations modelers in commissioning and troubleshooting RTUs using engineering best practices, providing insight and guidance to field troubleshooters to resolve issues and improve reliability and designs. 10%
  2. Provide Engineering support for operating departments during checkout and as required. Provide interpretation of engineering design during the construction phase of project. Obtain feedback from operating personnel during construction phase of project for improvement on subsequent designs. 10%
  3. Consult with other relevant departments (i.e. Telecomm., Planning, Distribution Engineering, Energy Supply, Dispatch, IT, other utilities, etc.), establish RTU requirements and operating philosophy and development consistent with TEC system requirements. 15%
  4. Provide guidance, training, and consultation as an RTU engineering specialist to design engineers and Operating personnel. 15%
  5. Consult and provide guidance on TEC system requirements for RTU’s and Grid Automation and Integration that is consistent with Energy Delivery’s Strategic Technology Plan, Substation Engineering Technical Manual and Data Security policies and procedures. 10%
  6. Maintain frequent contact with other utility and industry personnel and participate in relevant professional organizations (i.e. IEEE PES PSRC & Substations Committee). Maintain education/expertise with multiple communications protocols, as it relates to configurations, settings and overall communication pathway to EMS. (i.e. Broadband, Wireless, DNP/IP, Technology-Security/Networking). 10%
  7. Provides Supervision to team of IBEW covered Energy System Electricians. 20%

QUALIFICATIONS

Education

Required: Bachelor of Science Degree in Engineering from an ABET accredited college/university

*Engineering Technology Degree from ABET accredited program is accepted

Preferred: Master of Science Degree in Electrical Engineering from an ABET accredited college/university

Licenses/Certifications

Required: None

Preferred: Professional Engineering License in the State of Florida

Experience

Required: Senior Engineer – Minimum 8 years of experience and eligibility to become a licensed Professional Engineer in the State of Florida.

Senior Engineering Technologist – Minimum of 10 years of experience

Preferred: Principle Engineer – Minimum 12 years and must be a licensed Professional Engineer.

Minimum of 5 years of direct work experience in Substation RTU and/or R&C related work.

Knowledge/Skills/Abilities (KSA)

Required: Above expected performance as an Engineer II; Comprehensive RTU configuration skills; Skilled in both telecommunications theory and practical applications; Working knowledge in all aspects of SCADA communications and devices.

WORKING CONDITIONS

Primarily in an office environment but may be required to travel to field locations on any given day including; Transmission MOS, Distribution Relay Customers or in the ECC RTU Lab. Some overtime and/or weekend work may be required.

PHYSICAL DEMANDS/ REQUIREMENTS

Working in substations requires walking on uneven surfaces (granite rock, limestone roadways and grass areas).
