General Summary:

Manages a procurement section that timely acquires Agency goods and services using various solicitation methods and administers contracts with complex pricing and delivery provisions in excess of $50k. Makes contract award recommendations. Executes contracts and agreements, mitigates and negotiates changes to contracts, and resolves vendor/contractor disputes/protests. Supervises professional and administrative staff.

Essential Duties and Responsibilities:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Manages and directs staff involved in acquiring Agency goods and services using various solicitation methods and administers corporate and operational contracts with complex pricing and delivery provisions in support of internal departments goals, objectives, and budgets.
  • Monitors contractor performance against stated contractual requirements, minimizes contract changes and disputes, produces high quality service delivery.
  • Directs the planning, preparation, scheduling, monitoring, and quality of contracts and solicitations. Approves/disapproves recommendations for award and adverse vendor actions.
  • Directs the sections operations to ensure that procurements are conducted and administered in accordance with the DART Procurement Regulations and all applicable laws and regulations.
  • Prepares Contracting Officer decisions and makes recommendations to the senior Contracting Officer (Director, AVP, or VP).
  • Develops management reports and procedures.
  • Directs the selection of staff and provides for their training and professional development; recommends and implements discipline as required.
  • Remains current on industry issues, trends, and new methods through trade journals, seminars, workshops, and conferences.
  • Performs other related duties as assigned.

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.

  • Bachelor’s degree from an accredited college or university in Business Administration, Public Administration, Contract Management, Finance, or closely related field.
  • Seven (7) years of experience in contracting for commodities, services and/or construction, preferably with public sector agencies to include three (3) years of budgetary and management responsibility of professional contracting and buying staff.
  • Ability to be dedicated to meeting the expectations and requirements of internal and external customers; acts with customers in mind; establishes and maintains effective relationships with customers and gains their trust and respect.

WORKING CONDITIONS:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
