The Senior Manager serves as a close partner to the Chief Global Policy Officer (CGPO) and the department's Senior Leadership Teams (SLTs), and acts as Managing Director of CARE Action Now, Inc., CARE's 501(c)(4) affiliated organization. The Senior Manager also serves as USPPA's Strategy Champion, connecting the department to organization-wide planning processes and quarterly progress reviews (QPRs), and represents USPPA on cross-organizational initiatives. The Senior Manager oversees the Senior Program Officer for Grant Management and Monitoring, Evaluation, Accountability and Learning (MEAL).
The Senior Manager facilitates strategic planning, goal-setting, and initiative tracking to align USPPA's contributions with CARE USA's 4-year strategy. This includes supporting long-term policy advocacy and programmatic goal-setting, managing annual goal cycles for teams and individuals, tracking progress through quarterly sessions and online tools, assessing the effectiveness of key activities, and creating accessible tools and documents that enable strategic pivots and keep work plans aligned with capacities and goals.
The Senior Manager ensures the department's Monitoring, Evaluation, Accountability and Learning (MEAL) functions are operating effectively, with staff capturing and reporting information for organizational purposes. This includes engaging teams in surfacing insights and internalizing lessons from MEAL activities, and facilitating timely participation in organization-wide MEAL practices such as annual PIIRS reporting and analysis.
As the USPPA operations lead, the Senior Manager maintains a 360-degree view of relevant systems and software, working with the digital department to drive efficiencies, streamline workflows, and oversee change management and project compliance. The Senior Manager also supports department-wide knowledge management, team building, and information sharing across USPPA.
