
Lead the project planning process from initiation through procurement stages.
Develop business cases (Level 1 and Level 2) for capital projects in coordination with stakeholders.
Conduct site visits and perform rapid assessments of existing facilities to define and validate scopes of work.
Identify, develop, and document the technical scope of work, particularly for:
High current systems (Low Voltage, Medium Voltage)
ICT Systems
Special Airport Systems (SAS): e.g., baggage handling, access control, fire alarm, etc.
Prepare technical write-ups, specifications, and design narratives to support procurement and engineering design.
Draft and review Requests for Proposal (RFPs) for engineering consultants and construction contractors.
Coordinate with end users, government agencies, and internal stakeholders to gather requirements and ensure alignment.
Provide technical consultation and planning advice during project initiation.
Interface with vendors and contractors, assess technical proposals, and support pre-award processes.
Develop and deliver presentations to senior management on project concepts and planning progress.
Ensure compliance with infrastructure regulations, aviation safety standards, and airport operational constraints.
Understand construction sequencing and contractor requirements for successful project delivery.
Informs themselves of the relevant Quality, Environmental, Safety and Occupational Health Policies, Manuals and Procedures within Hill International and ensures continued compliance with these requirements while employed by Hill.
Perform other duties as assigned by the line manager/supervisor.
Bachelor’s degree in Electrical Engineering or related field (Master’s preferred).
Minimum 15 years of experience in electrical systems design and infrastructure projects, including airport or transportation sectors.
Deep understanding of airport systems across the terminal, apron, taxiway, runway, power stations, and auxiliary infrastructure.
Strong experience in project planning, scope development, business case preparation, and early-phase project delivery.
Proficiency in technical writing, including specifications and RFP preparation.
Fluent in English – excellent verbal and written communication skills.
Ability to coordinate across multidisciplinary teams and align diverse stakeholders.
Comfortable with site inspections, risk identification, and mitigation planning.
Knowledge of construction processes, phasing requirements, and regulatory considerations for electrical works.
Experience working in airport environments, particularly in the Gulf region or similar climates.
Familiarity with international standards (NFPA, ICAO, IES, IEC, IEEE).
Knowledge of Saudi building and infrastructure codes.
Demonstrated ability to engage vendors and evaluate technical offers.
Experience with consultant and contractor management.
Capable of developing technical presentations and reports for executive leadership.
Strong interpersonal skills with the ability to negotiate, consult, and guide decision-making.
