Sr. Construction Manager Overview:
The Senior Construction Manager assists in managing the program's construction activities for all SFHDP housing programs to ensure compliance with federal, state, and county guidelines, procedures, and regulations and ensures that all construction projects conform to building codes, ordinances, and approved plans.
Duties & Responsibilities:
- Communicates closely with other professionals to ensure various building projects are completed with a strong focus on safety, cost control, and completion deadlines.
- Reviews plans, specifications, and cost estimates for proposed single-family new and reconstruction projects and ensures compliance with Section 504 of the Federal Rehabilitation Act and the Texas Accessibility Standards (TAS) as applicable to the project.
- Ensures all housing meets or exceeds the Harris County Minimum Property Standards.
- Prepares and/or assists in preparing bid documents, conducts pre-bid, pre-construction conferences, bid openings, and evaluates bids and submits contract award recommendations.
- Monitors the progress of construction activities regularly to ensure the work follows the established timeline.
- Maintains strict adherence to budgetary guidelines and quality and safety standards.
- Reports on deficiencies, recommends appropriate actions, and coordinates with developers, architects, engineers, contractors, Homeowner Association (“HOA”) Requirements, and other agencies.
- Makes periodic visits to construction site(s) to conduct inspections and report results.
- Conducts follow-up inspections and issues reports and findings.
- Reviews all third-party reports and prepares daily reports and responses, as required.
- Reviews and provides recommendations on Requests for Information (RFI), change orders, requests for additional time, and contractors' submittals.
- Ensures all applicable documents are complete and accurate.
- Reviews, approves, and provides recommendations on contractors’, architects’, and developers’ pay requests.
- Conducts on-site meetings.
- Responsible for keeping abreast of new materials, construction methods and HUD requirements.
- Identifies and resolves conflicts of project designs and construction plans that give rise to disputes.
- Prepares the scope of work for proposed construction projects.
- Provides status updates to program managers and homeowners throughout the construction process.
- Ensures the contractors submit invoices and all appropriate documentation for close-out promptly at each pay point.
- Participates/leads meetings with shareholders as required.
- Effectively maintains and nurtures contractor relationships throughout the construction process.

Examples of duties
Education & Experience:
- Bachelor’s degree in architecture, construction management, engineering, technology, or related field of study.
- Eight (8) years of progressive residential construction of single-family/multifamily homebuilding as a construction manager or lead.
OR
- A two-year (2) degree in a technical field of study may be acceptable with a minimum of ten (10) years of progressive residential construction of single-family/multifamily homebuilding as a construction manager or lead.
Licensure:
- Valid Driver's License (Texas upon hire) with liability insurance and reliable transportation.
Knowledge, Skills & Abilities:
- Knowledge of federal, state, and local laws/regulations pertaining to procurement, wage rates, contract administration, bid documents, and related matters.
- Knowledge of construction methods and technologies, and an ability to interpret technical drawings and contracts and to write technical material clearly and concisely.
- Knowledge of building-code requirements and scheduling methods.
- Ability to manage multiple projects simultaneously with an eye for quality and contract compliance.
- Knowledge of construction worksite safety practices.
- Working knowledge of green building standards, visitability and accessibility, floodplain elevation requirements, lead-based paint and asbestos abatement.

Qualifications
Experience:
- Proficiency in the use of Microsoft Office tools (Excel, Outlook, Word, Microsoft Project, Teams, SharePoint and OneDrive.
- Experience with Xactimate, Bluebeam, and Plan Soft.
Supplemental information
Position Type and Typical Hours of Work:
- Full-Time I Grant-funded
- Monday - Friday | 8:00 am - 5:00 pm or a varied schedule, no less than 7:30 am to 4:30 pm
Work Environment:
- This job operates in a professional office environment. This role routinely uses standard office equipment, including computers, phones, photocopiers, and filing cabinets. Work involves the normal risks or discomforts associated with an office environment and on-site inspections of buildings, construction sites, etc.
- The employee may be exposed to hazardous conditions and weather extremes.
Physical Demands:
- The employee’s job is largely sedentary but requires mobility to visit construction sites and perform inspections.
- Ability to lift ten to twenty (10-20) pounds, walk up/downstairs, bend and stand as necessary.
- May be exposed to inclement weather, hotter or colder temperatures than normal room temperatures during field and site visits.
- Employees must be able to climb ladders, stoop, kneel, stand for long periods and walk to/from construction sites.
Employment may be contingent on passing a drug screen and meeting other standards.
