Swingtech is seeking a Senior Classification Specialist to provide expert Federal position classification, position management, position description development, desk audit, and training support for a Federal client’s Human Resources Division. The selected candidate will support the full range of position classification and position management functions, including position and organizational evaluations, determination of appropriate pay system, occupational series, title, and grade, and recommendations related to position, pay, and organizational design.

This role requires strong knowledge of Federal HR classification principles, position management practices, Federal classification standards, and applicable laws, regulations, policies, and procedures. The candidate must be able to evaluate complex and high-grade professional, technical, and administrative positions, including situations where no directly applicable classification standard exists and cross-series comparison or classification by analogy is required.

This is an onsite position in Arlington, VA. Telework or alternate work schedules may be considered only if approved by the Government.

Primary Responsibilities

  • Provide Federal position classification and position management support, including position description development, classification evaluation, desk audits, and related advisory services.
  • Determine appropriate pay system, occupational grouping, title, series, grade, and classification rationale for Federal positions.
  • Review, develop, and classify position descriptions, including complex positions with no directly applicable classification standards.
  • Apply cross-series comparisons, related occupational standards, and classification by analogy when evaluating unique or complex positions.
  • Conduct position and organizational evaluations to support effective position management and organizational design.
  • Provide recommendations to management regarding position structure, pay considerations, classification accuracy, and organizational alignment.
  • Support determinations related to Fair Labor Standards Act status, bargaining unit status, functional statements, law enforcement retirement coverage, and related position classification considerations.
  • Maintain awareness of the client’s mission, functions, programs, organizational structure, and management trends to assess impacts on classification decisions.
  • Confer with HR specialists and management officials on classification actions that may affect qualifications, reductions-in-force, changes to lower grade, or other workforce impacts.
  • Analyze complex classification and position management issues and develop practical, well-supported solutions.
  • Provide technical advice, assistance, and training to managers, supervisors, HR staff, area consultants, and other stakeholders.
  • Contact managers, supervisors, HR staff, executive officers, and other stakeholders as needed to complete PD development, classification evaluations, desk audits, and training activities.
  • Support quality, timely, and professional delivery of classification services in accordance with Federal requirements and client expectations.
  • Provide status inputs, documentation, and information as needed to support monthly reporting, quality control, and contract performance requirements.

Required Skills and Experience

  • U.S. citizenship is required.
  • Active Secret clearance is required at the time of proposal submission and must be maintained throughout contract performance.
  • Bachelor’s degree in Business, Human Resources, or a related field.
  • Minimum of ten (10) years of experience supporting Federal human resources programs, with direct experience in Federal position classification and position management.
  • Previous Federal position classification experience is required.
  • Strong knowledge of Federal classification principles, concepts, practices, techniques, and standards.
  • Demonstrated ability to apply classification criteria, supplemental guidance, and Federal classification standards to determine title, series, and grade.
  • Experience developing, evaluating, and classifying position descriptions for professional, technical, administrative, and high-grade positions.
  • Knowledge of Federal HR laws, regulations, policies, precedents, and procedures.
  • Ability to advise managers and senior stakeholders on complex classification, position management, and organizational design issues.
  • Experience conducting detailed analyses of complex organizational functions and recommending classification or position management solutions.
  • Ability to perform classification work where directly applicable standards may not exist and where comparison to related series or standards is required.
  • Excellent written and verbal communication skills.
  • Strong analytical skills and ability to design, conduct, and document comprehensive HR classification reviews and studies.
  • Ability to work professionally with managers, supervisors, HR staff, consultants, and executive-level stakeholders.
  • Must be able to work onsite in Washington, DC during the client’s core business hours.

Preferred Qualifications

  • Completed basic and advanced Federal position classification training.
  • Completed Federal position management training.
  • Ability to provide training certificates or transcripts upon request.
  • Prior experience supporting Department-level or large Federal agency HR classification programs.
  • Experience supporting desk audits, organizational evaluations, classification appeals, or complex classification advisory assignments.
