Business Technology Integrators (BTI) is a Service-Disabled Veteran-Owned Small Business (SDVOSB) with more than 25 years of experience delivering innovative and reliable IT and engineering solutions to the Federal Government. BTI supports mission-critical programs across defense and civilian agencies, with core expertise in cybersecurity, program management, enterprise IT, and technical oversight services.

Position Overview

The Senior Business Analyst will support the EEOC’s enterprise information technology, business transformation, and Freedom of Information Act (FOIA) initiatives. This individual will provide expertise in business process analysis, requirements management, stakeholder engagement, application assessment, process improvement, and system modernization.

The Senior Business Analyst will serve as a liaison between agency business units, FOIA program personnel, department leadership, and Office of the Chief Information Officer (OCIO) technical teams. The Analyst will translate business needs into clearly defined requirements and communicate technical concepts in language that business stakeholders can readily understand.

The selected candidate will also perform as a qualified FOIA Systems Analyst, supporting the administration, operation, enhancement, maintenance, and continuous improvement of the agency’s FOIA program and supporting information systems.

Key Responsibilities

Business Analysis and Requirements Management

• Conduct stakeholder interviews, workshops, fact-finding sessions, and requirements-gathering meetings.
• Identify, analyze, document, validate, and manage business, functional, non-functional, and system requirements.
• Translate operational needs and business challenges into clear, actionable requirements.
• Develop use cases, user stories, acceptance criteria, requirements documents, and requirements traceability artifacts.
• Distinguish mandatory business requirements from desired enhancements, preferences, or optional functionality.
• Review and validate project requirements to ensure proposed solutions address business needs and deliver measurable value.
• Maintain requirements throughout the project lifecycle and evaluate the impact of proposed changes.
• Incorporate cross-functional and interdepartmental dependencies into project planning and requirements development.

Business Process Analysis and Improvement

• Assess current and proposed business processes, workflows, systems, and operating procedures.
• Develop and maintain business process models, workflow diagrams, process maps, use cases, and process-flow documentation using tools such as Microsoft Visio.
• Identify operational gaps, bottlenecks, redundancies, inefficiencies, duplicate functionality, and unnecessary manual processes.
• Recommend solutions that improve operational performance, customer service, transparency, and business outcomes.
• Identify opportunities to streamline workflows, automate manual processes, leverage shared services, improve system integration, and reduce duplicative capabilities.
• Evaluate recommendations based on feasibility, business value, operational impact, risks, and alignment with agency objectives.

Stakeholder Engagement and Communication

• Facilitate discussions with technical and non-technical stakeholders, including business representatives, FOIA program personnel, department leadership, and OCIO staff.
• Serve as the liaison between agency business units and technical development and support teams.
• Translate complex technical concepts into clear business language.
• Communicate business needs, priorities, risks, issues, assumptions, constraints, and dependencies to project stakeholders.
• Collaborate with stakeholders throughout the project lifecycle to maintain alignment with approved requirements, project objectives, and expected outcomes.
• Prepare presentations, reports, meeting summaries, recommendations, decision documents, and other stakeholder communications.

Application and Enterprise Capability Analysis

• Evaluate existing business applications and supporting technologies to determine alignment with agency goals and operational requirements.
• Develop and maintain an inventory of agency applications, business capabilities, system dependencies, current functionality, and future business needs.
• Identify opportunities for application modernization, consolidation, integration, automation, and improved service delivery.
• Support enterprise-level information technology and business transformation initiatives.
• Assist stakeholders in evaluating proposed applications, system enhancements, and technology solutions.

FOIA Systems Analysis

• Serve as a liaison between FOIA program personnel, business stakeholders, records management personnel, and information technology teams.
• Analyze existing FOIA business processes, case-processing workflows, business rules, reporting requirements, records management practices, and supporting applications.
• Ensure FOIA processes, workflows, and technology solutions support applicable statutory requirements, operational objectives, and customer service expectations.
• Identify opportunities to improve FOIA processing efficiency, transparency, reporting capabilities, records management, and service delivery.
• Develop business and system requirements for FOIA case management systems and related technologies.
• Support the implementation, configuration, enhancement, testing, maintenance, and modernization of FOIA case management systems.
• Assist with functional testing, user acceptance testing, defect identification, requirements validation, and implementation readiness.
• Recommend opportunities to automate FOIA workflows and improve the availability and accuracy of program and performance information.

Project and Systems Development Support

• Apply requirements analysis, use case management, business process modeling, and process improvement methodologies.
• Support projects using standard System Development Life Cycle (SDLC) methodologies, project management best practices, and Agile principles, where applicable.
• Participate in project planning, requirements reviews, design sessions, backlog refinement, system demonstrations, testing, and implementation activities.
• Support change management and continuous improvement initiatives.
• Monitor requirements-related risks, issues, assumptions, constraints, and dependencies.

Required Qualifications

• Bachelor’s degree in Business Administration, Information Systems, Management, or a related field.

Education substitution: In lieu of a bachelor’s degree, a candidate must possess a minimum of eight years of relevant professional experience performing business analysis, requirements management, process improvement, and stakeholder engagement activities.

• Demonstrated experience in business process analysis, requirements management, and stakeholder engagement.
• Experience supporting enterprise-level information technology and business transformation initiatives.
• Experience conducting stakeholder interviews, requirements workshops, and fact-finding sessions.
• Experience creating business process models, workflow diagrams, process maps, use cases, and requirements documentation.
• Experience assessing business applications, organizational capabilities, system dependencies, and future business needs.
• Knowledge of requirements analysis, use case management, business process modeling, and process improvement methodologies.
• Experience supporting projects through the SDLC.
• Knowledge of Agile principles and project management best practices.
• Proficiency with Microsoft Visio and Microsoft Office applications.
• Strong written, verbal, analytical, presentation, facilitation, and interpersonal communication skills.
• Ability to work full-time onsite in Washington, DC.

Required Business Analysis Certification

The Senior Business Analyst must possess a current, recognized Business Analysis certification. Acceptable credentials include:

• IIBA Certified Business Analysis Professional (CBAP)
• PMI Professional in Business Analysis (PMI-PBA)
• Another equivalent, nationally recognized Business Analysis certification

The Business Analysis certification is a mandatory minimum requirement, not a preferred qualification. Candidates who do not possess a current Business Analysis certification will not be considered.

Preferred Qualifications

• Experience supporting a federal government agency or another large, complex enterprise environment.
• Experience supporting FOIA programs, FOIA case management systems, records management, information disclosure, or regulatory compliance processes.
• Experience implementing, configuring, testing, enhancing, or modernizing case management systems.
• Knowledge of FOIA processing requirements and related agency workflows.
• Experience with workflow automation, shared services, application modernization, and system integration.
• Experience developing requirements traceability matrices, business cases, user stories, acceptance criteria, and user acceptance testing documentation.
